The problem of stray dogs in Sector 6, especially in the Lakul Moriy area, where a woman was mauled to death by Maidanov on Saturday, is a long-standing one, and the authorities – the Animal Control and Protection Authority and the local police – are tackling it. responsibility.
A 43-year-old woman was attacked by a pack of 7-8 dogs while jogging in the Lacul Morii area of Bucharest. The same woman was also attacked there less than a year ago. Last April, she was bitten while jogging near Mill Lake Dam. Then she was saved by two cyclists who were passing through the area at that time. He was hospitalized with multiple head and limb injuries.
On Saturday, according to court sources, a citizen saw the woman being attacked by dogs from afar, but when he arrived, it was already too late. He called 112, but the medical team that arrived at the scene only succeeded in declaring death.
Dozens of reports of stray dogs in several areas of District 6
In April of last year, when the woman was first attacked by dogs, ASPA said that since the beginning of the year, the facility had been notified several times about trespassing, but the dogs had not been removed because they were on private property, where the facility team had not intervened.
So this is the argument that ASPA is referring to, given the numerous reports of dog packs in Sector 6.
Late last year, TVR presenter Dorina Florea was also attacked by a pack of dogs in Sector 6 on Timisoara Boulevard.
At the time, authorities told HotNews.ro that they had received numerous reports of dog packs from several areas of Sector 6, but they did not claim responsibility.
ASPA officials said they tried every day to capture the dogs, but were unable to because the animals only come out at night, when they can’t be tranquilized. . During the day, the dogs are secluded in private areas where the institution has no authority. They also charge that they are not supported by the local Sector 6 police.
According to the response sent by the Metropolitan City Hall to HotNews.ro’s request, ASPA representatives said that from September to December 2022, they asked the 6th sector of the local police to help them in case of complaints to establish the owners of the land where the dogs have sought shelter several times and to obtain a permit to pick up the animals, but no response was received.
- “According to the law, ASPA can only capture dogs from public areas and is not allowed to enter private areas. That is why Local Police Sector 6 can identify the owners of these lands and require permission to operate on private land.
- Or can apply sanctions to owners for improper fencing of private lands, according to HCGMB no. 120/2010, so that dogs can no longer enter and leave private areas in public access, thus posing a danger to citizens,” said the response sent by the capital city hall at the time.
According to the same source, complaints received from citizens indicate that these dogs go out in the evening and at night, but then ASPA cannot catch them because they cannot use a tranquilizer.
- “ASPA crews are in the field 24/7, but catching stray dogs that are not used to the presence of humans is only possible with a tranquilizer, and this type of action requires lighting.
- Therefore, even though ASPA crews are on duty 24 hours a day, dogs must be identified during the day so they can be recaptured by tranquilization,” the response reads.
The representatives of the institution claimed that the permission of the owner of private land is mandatory for the organization of the seizure action.
“Notices to citizens sent by the local police late”
At the time, HotNews.ro contacted ASPA spokeswoman Catalina Trenescu, who said that during the year they had received from Local Police Sector 6 some summary tables with reports received from citizens that were forwarded to ASPA with a delay of 1- 2 days, and when the teams went to catch the dogs, they were gone.
- “In particular, Local Police Sector 6 receives petitions from citizens of Sector 6 which they forward to ASPA every one or two days.
- It goes without saying that these petitions lose their usefulness if they reach ASPA after a few days and the dogs are no longer found in the same places,” she explained.
Also, there would have been a situation in September where ASPA officers would have set out to retrieve the dogs from Lake Morey, but Local Police Sector 6 would have prevented them.
Ciprian Chuku: “ASPA is an inefficient disaster”
Contacted by HotNews. ro, the Mayor of Sector 6, Cyprian Chuku, claimed at the time that the Sector 6 local police had responded whenever ASPA called for support, but that he would conduct an internal investigation.
- “The Sector 6 local police responded whenever ASPA called for support. Counsel in my office is now asking all ASPA addresses on this matter.
- We will be conducting an internal investigation and if no appeals go unanswered, I will ask the local police director of District 6 to convene a disciplinary committee. By the same logic, if ASPA has not done its job, I expect similar internal measures,” Ciprian Cuk told HotNews.ro.
In addition, Sector 6 Mayor Ciprian Chuku commented on a post in which TVR anchor Dorina Florea spoke about the incident, and wrote that the local police in Sector 6 had contacted ASPA at least 53 times to retrieve the dogs. from the sector.
- “This year the local police in Sector 6 have approached ASPA no fewer than 53 times to take dogs from Sector 6. The local police do not take dogs because they are not equipped to do so, they do not have the authority to do so.
- So the local police did what they had to do: they carefully documented all the cases and compiled the addresses and returns to the only agency that has the legal right to take dogs off the streets and manage them.
- The flock was reported here several times, back in September. Unfortunately, for the past year, ASPA has been an ineffective disaster with a huge budget. This is an institution that is losing its mission, its object of activity!”, Chuku wrote.
In 2022, ASPA captured more than 1,500 dogs
In December, the Animal Supervision and Protection Authority (ASPA) said it had taken in more than 1,500 dogs from Bucharest during 2022, around 360 of them in Sector 6 alone, according to data provided by the agency. In 2022, about 1,200 dogs were given up for adoption by ASPA, and about 1,400 more are in shelters. Since 2017, not a single healthy dog has been euthanized.
ASPA employs 7 teams of 2-3 people each to catch dogs.
