The Ministry of Energy informed the General City Hall about the Memorandum approved during the meeting of the Government of Romania on January 31, regarding intention to merge Elcen and Termoenergetica. The ministry asks the mayor’s office to provide a point of view regarding this association, which should reflect a non-binding agreement in principle.

Currently, the heat carrier manufacturer Elcen is subordinated to the Ministry of Energy, and the distributor and supplier Termoenergetica is under Genmeria.

The purpose of the merger is to ensure the creation of an integrated public heating service managed through the centralized and integrated heat energy system (SACET) in Bucharest, the ministry said.

“This initiative is vital for increasing the efficiency and sustainability of the capital’s heat supply, positively affecting the quality of life of citizens.

In an ongoing effort to improve the supply of thermal energy in the capital of Romania, the Ministry of Energy publicly appeals to the Mayor General of the Municipality of Bucharest, Nikusor Dan, to join the dialogue, which was started as early as August 2023,” reads the press release of the Ministry.

To date, no one has answered this call.

Two weeks ago, we already launched a tender for more than half a billion euros for investments in heat networks with distribution of funds on a first-come, first-served basis. Unfortunately, until today, Bucharest City Hall has not submitted any project, although the problem is extremely serious.”

“No less serious is the fact that Termoenergetica, the company of the General Municipality, currently owes ELCEN, the company of the Ministry of Energy, approximately 800 million lei,” the minister added.

He believes that a single company for the production, transportation, distribution and supply of the thermal agent for hot water and heat for the inhabitants of Bucharest could reduce the maintenance bills of the inhabitants of Bucharest, “so that Gcal was 400 lei, as in Oradea. , not 1000 lei, as in Bucharest from today.”
