In March, the Ministry of Finance saw that there were problems with fees, so sub-departmental structures (NAF and customs) drew up a plan of measures to increase revenues.
The document was sent by Adrian Cachiu, the finance minister, and is in his office. The first paragraph of this document refers to a measure to combat evasion, but in this sense the Ministry should have made a project and sent it to the Government for approval.
He had only one task, but he did not complete it.
HotNews.ro obtained a document that Adrian Cachiu has and it shows us that part of the resistance, which would have brought 5 billion lei to the state budget, was not carried out by the ministry.
More precisely, the Ministry of Finance had to adopt a normative act.
This is the first paragraph of this document:
“The adoption of a regulatory act that regulates the duty of taxpayers to have documents on the origin of goods, and failure to fulfill this duty may be sanctioned by ANAF inspectors, including by confiscation of goods for which there are no documents on the origin”
This paragraph also states that a similar regulation, Law 12/1990, “was repealed in 2020, after 30 years of application. During all these years, this regulatory act has been the basis for actions against certain facts that can be found close to tax evasion, being a useful tool in preventing this phenomenon, which affects the general consolidated budget of the state.
With the adoption of the regulatory act, this effective tool for preventing tax evasion is returned to the controlling authorities as a prerequisite for strengthening the voluntary fulfillment of tax obligations, optimizing the collection of tax debt, ensuring effective revenue to the budget and, no less important, consolidating fair competition. environment”.
As I have already said, this regulatory act is not transparent and has not been adopted since March until now.
The plan also included other measures, but the most money would come from this item, which would give Antifrauda the tool it lacks.
Instead, he is repeating what he already did in March: Finance Minister Adrian Cachiu asked the new ANAF and customs chiefs to come up with an action plan by early next week to recover overdue amounts and return to normal life. with the fee, according to official sources in the Government.
