​On Wednesday, the government will adopt an emergency decree that will allow the MAI to manage an IT application that will allow citizens to register cars online, transfer ownership or write off old ones, Prime Minister Nicolae Chuke said on Wednesday. According to him, another act will approve spending on the government cloud in the amount of 2.2 billion lei.

More than 2.2 billion lei for the government cloud: how SRI, STS and ADR will spend the money

  • “Today we are approving the Government Resolution on the management of the government cloud platform, which is probably the most important stage in the implementation of the largest digitalization project in Romania.

All institutions will be connected to each other in the cloud, and citizens will be able to request a range of documents from anywhere and at any time.” Prime Minister Chuke said on Wednesday.

The project, which HotNews.ro has been writing about since February of this year, covers the costs of implementing a government private cloud, an IT platform that will house the IT systems of central government institutions and provide electronic services to the public. in four centers in Bucharest, Brasov, Sibiu and Timisoara, and IT infrastructure costs exceed 2.2 billion lei.

  • Government private cloud represents the largest investment in the digitization of the state with the funds of the PNRR with funding of more than 560 million euros (excluding VAT), an IT platform that will be managed by the Romanian Digitization Authority (ADR) in cooperation with the Special Telecommunications Service (STS) and the Romanian Intelligence Service (SRI) .

At least 30 authorities and public institutions will be connected to the government cloud and use it by the end of 2025.

Financing of this project will be carried out through non-refundable external funds through the National Recovery and Resilience Program (PNRR) and from the state budget through the budget of the Ministry of Research, Innovation and Digitalization, through the budget of the Special Telecommunications Service. (STS), through the budget of the Romanian Information Service (SRI), within the amounts approved annually for this purpose.

While ADR and SRI will be located in Bucharest, STS will have data centers hosting the government’s private cloud in Bucharest, Brasov, Sibiu and Timișoara.

Online car registration: the MAI licensing department will develop an IT platform

As for the draft emergency order on online car registration, the act stipulates that the General Department of Driving Licenses and Registration of the Ministry of Interior will develop an IT platform that will interact with other IT systems of other agencies for data exchange.

The IT platform will allow citizens to issue legal documents for the ownership of vehicles online, to declare to the authorized fiscal body the facts of acquisition/disposal of vehicles, as well as their registration/withdrawal from circulation.

The regulatory act does not indicate when this platform will appear, but Digitalization Minister Sebastian Burdugia announced last month that “MAI will develop this platform within 6-12 months that will allow online registration and de-registration of vehicles in the first phase for those vehicles funds that are already registered in Romania”.
