340 million in emergency windfall tax on electricity producers

The final amount to be reimbursed by the state through an emergency levy (90%) on the excess income of electricity producers for the period October 2021 to June 2022 is capped at just over EUR 340 million. According to reports, the amount resulting from the verification of data completed by chartered accountants and submitted to the RAE, and appears to be lower by about 33 million than the amount of 373.5 million that was calculated for the temporary emergency levy last year in November to his liberation from the Greek state occurs more quickly. PPC appears to be the winner of the final liquidation as the final amount of the emergency fee has been confirmed at €245 million out of the €276 million calculated based on the temporary liquidation. Thus, PPC should receive 31 million euros from the Greek state, since the amounts of temporary liquidation are paid by all electricity producers. On the contrary, three private companies (Mytilineos, Elpedison, HERON) will be asked to pay an additional total amount of approximately 31.5 million euros. The RAE reportedly sent final settlement bulletins to power producers, and the Ministry of Finance is expected to send payment certificates for the money to be paid by the three private companies.

The timing of the emergency levy on electricity utility companies’ excess income for the five months from August to December 2022 remains unknown, a period that was set by a ruling in a bill passed in previous days by Parliament. The bill provides for the issuance of a CPA, which will specify how the amounts are calculated and reimbursed. According to the law, the fee will be paid in two parts: the first (60%) until March 31 and the second (40%) after the expiration of the temporary mechanism for the return of part of the proceeds from suppliers. that is, in 2023.

The calculation of these amounts and data control will be carried out by the understaffed RAE, which, in fact, with the bill submitted to Parliament, is integrated into a single higher body – the Regulatory Authority for Energy and Water Waste (RAWE). ). RAE President Athanasios Dagoumas, speaking yesterday in Parliament, dwelled on the problem of understaffing and pointed out the need for greater support from the state. As he characteristically noted, over the past three years, 48 leaders have left the RAE, thus touching upon the problem of low salaries. As for the new superpower structure, Mr. Dagoumas made no secret of his differentiation, stressing that the RAE proposed a different scheme on top of the existing structure, with a significant role for energy.
