European Commission: collection of the second tranche was not postponed

Bucharest has so far submitted two PNRR payment requests. The last one was sent in December, and we still haven’t received a response.

“The collection of the second tranche of the PNRR has not been postponed – payment claim number two is still at the stage of evaluation at the level of the European Commission,” the Commission states.

Romania is one of the first to have already submitted two disbursement requests, given that Romania’s National Recovery and Resilience Plan has a complex structure with more than 500 milestones and targets, as well as an institutional framework for managing reforms and investments that was thought out at the time. 16 institutions that were not responsible for managing European funds are participating in the development of the plan.

After the authorization of the first request for payment on October 22, the European Commission made a payment in the amount of 2.6 billion euros related to the first request submitted by Romania, which have already arrived in our country’s accounts. On December 15, 2022, the Ministry of European Investments and Projects (MIPE) submitted to the European Commission a second payment request from the National Plan for Recovery and Resilience (PNRR) in the amount of more than 3.227 billion euros, of which 2.147 billion euros are non-refundable financial support and 1.08 billion euros euro credit support.

The submission of the second payment request from the National Recovery and Resilience Plan was conditional on the fulfillment of 51 targets and milestones related to the first two quarters of 2022, with key aspects such as decarbonisation, database interoperability to reduce red tape and the cloud regulated. governmental

A third payment request of €3.1 billion will be sent to the Commission this spring and will be accompanied by documentation relating to the fulfillment of 55 targets and milestones.
