The provisions of the first PRC attempted to reform the regime of the allowance for hazardous and unhealthy work, which is paid to employees of the Ministry of Health included in the provisions of the law on a single salary.
According to the Ministry of Finance, the reform leads to an increase in the size of the allowance paid, as well as by profession, which increases the number of recipients of the allowance. In particular, the allowance is defined in five new categories, namely:
- Category A: 200 euros (from 150 euros that have been valid so far)
- Category B: 165 euros (from 105 euros)
- Category C: 150 euros (from 70 euros)
- Category D: 105 euros (from 35 euros)
- Eth Category: 70 euros (from 30 euros).
The Ministry of Internal Affairs notes that most hospital workers belong to a higher category. A typical example is nursing staff, who are still in category A’ of the allowance, which amounts to 200 euros compared to 150 euros (33% increase).
At the same time, as emphasized by the Ministry of Finance, ambiguities regarding the payment of benefits to technical staff of hospitals have been eliminated and specific specialties of beneficiaries have been identified, for which a higher benefit is now paid, from 70 to 150 euros. euro (an increase of 114% – specialties of technical personnel included in category C).

Until recently, the category “A” allowance (€150) was paid only to seasonal firefighters with a fixed-term private law employment relationship as a “driver” of fire trucks. In accordance with the provisions of this Master Agreement, category A (200 euros) includes the following firefighters:
- Seasonal firefighters, with a fixed-term private law employment relationship, hired as a fire truck driver.
- Seasonal firefighters, with fixed-term private law employment, hired as a fire and rescue worker.
- Firefighters with a five-year commitment (P.PY), with a fixed-term employment relationship under public law for a period of five years, hired without qualifications and performing the duties of a fire engine driver.
- Firefighters with a five-year commitment (FPP), with a fixed-term employment relationship under public law for a period of five years, hired without qualifications and performing the duties of a combat firefighter.
According to the Ministry of Finance, it is estimated that the number of beneficiaries in all four categories is approximately 5,000.
“The reform is undertaken on the basis of the findings of the Interdepartmental Commission, which was established with the main task of defining specific scientific criteria related to the exposure of workers to a serious risk of harm to their health and the inclusion of professions / branches and jobs in the specified Criteria. The permanent nature of the Committee guarantees a coherent and uniform treatment of all branches/specialties for an unlimited period, the creation of know-how and experience in an inter-ministerial body with the participation of an independent body, so that the necessary adjustments such as these are feasible and are checked every time they are dictated by changes in the institutional structure, the application of measures to prevent occupational risks, scientific data, legal provisions and the actual conditions for the implementation of activities / obligations related to the allowance,” concludes the Ministry of Finance in its message.
