In total, 805 agencies participated in this round, with requests for 15,157 vacancies (13,415 permanent with transfer, 1,742 temporary with secondment). The majority of requests (4813 or 32% of the total) were submitted by the 218 municipalities involved in the process, 142 NPDD bodies requested 3805 positions (25%) and 1841 ministries (12% of the total).

Only those whose transfer requests submitted in the first cycle were not granted and those whose staff recruitment requests were not covered by the annual recruitment planning are eligible to participate in the second mobility cycle of each year.

Of the positions approved by the Commander-in-Chief of the Ministry of Internal Affairs, 12,998 are subject to reclassification and 1,565 to secondment.

As mentioned in the APO-VAP, special attention was paid to satisfying the requests of organizations with proven needs, such as local governments of the first and second category and their legal entities, health care providers (Hospitals, Polyclinics, AKAB, etc.), bodies of the judicial function , independent authorities, e-EFKA, regional authority services, etc.

Applications are submitted online from tomorrow Monday until December 14 on the platform https://hr.apografi.gov.grwhere interested employees can register requests for a total of ten positions from up to three agencies.

Naturally, the number of approved seats for each type of operator is proportional to its requests. Thus, every third proposed position concerns municipalities (total 4,758), followed by NPDD bodies with 3,648 and ministries with 1,714 (12%). Those who wish also have the opportunity to choose between 1,173 positions in the civil service, 1,082 in the regions, 550 in the public authorities of the judiciary function, 487 in independent bodies, 450 in the NUPA PTA, 392 in the NPID, 212 in decentralized administrations and 97 positions. in local governments.

Of the approved positions, 5,419 are under secondary education (DE), 3,839 are post-secondary education (PE), 2,660 are TEI graduates (TE), 2,585 are compulsory education (HE) and 58 are intended for special scientific personnel.

The condition for the participation of employees in the mobility system is two years from the date of appointment or a fixed period of tenure, as is the case in border and island regions.

By order of Minister of the Interior Makis Voridis, the transfer of a municipal employee to another organization will now require the consent of the mayor. Something similar applies to employees of social welfare centers, whose transfer or secondment requires the approval of the Minister of Labor and Social Affairs until the end of 2023.

It is recalled that municipal cleaners cannot participate in mobility during the first seven years of their employment. Secondment for health reasons and part-time, as well as mutual transfers are excluded.

Also excluded from the process are OTA employees that arose as a result of the split in 2019, namely the municipalities of Mytilini, Western Lesvos, Eastern Samos, Western Samos, North Corfu, Central Corfu and the Diapontian Islands, South Corfu, Argostoli, Lixouri, Sami. , Servia and Velvetine.

The same applies temporarily to the staff of all nursing facilities in the country (due to covid), as well as to the staff of e-EFKA and the Hellenic Land Registry (due to workload).

Instead, the mobility exemption for decentralized command staff has been lifted and they can now participate in the process.
