The fund is difficult to cover without the help of the state budget, as the revenues that must be recovered from the wholesale market of the Energy Transition Fund are reduced due to the de-escalation of the ceiling price.

Of the €878 million surplus in August, €571 million entered TEM in September, €253 million in October and only €100.6 million in the first 19 days of November. In total, from July 8, when the mechanism for compensating excess profits in the wholesale market was first applied, until November 19, TEM was strengthened by 2.423 billion euros, which were used to subsidize.
