“Quadruple safety net” for almost everyone pensionerswhether they have personal differences or not, the government aims to reverse the measures announced in the next few months Prime Minister at TIF for them will be estimated at 1.3 billion euros. In accordance with Ministry of Labor in fact, the measures collectively affect most of the 2.4 million pensioners and vulnerable social groups.
In particular, the supplements that will apply from 01/01/2023 to basic pensions concern more than 2/3 of pensioners (about 1.6 million), and the total budget expenditures will amount to at least 600 million euros. The increase is expected to exceed 6% and is based on a special rate based on 50% change in GDP and 50% change in the 2022 consumer price index. An accurate picture of the final amount of the increase will be available in early 2023.
For example, a pensioner without personal differences, who currently receives 750 euros per month net, from 01/01/2023 and with an increase of 6%, will see his pension increase by 45 euros per month, reaching 795 euros (annual benefit of 540 euros). . If the increase is 6.5%, his pension will increase by 49 euros per month to 799 euros (annual allowance 588 euros), and if the increase is 7.5%, then it will be 56 euros per month, and the pension will be 806 euros ( annual allowance 672 euros). If the personal difference is small, around 21 euros, and he receives a net of 1,000 euros per month, an increase of 6% more than covers his personal difference, and he will have a monthly allowance of 39 euros (annual increase of 468 euros). . If the increase in pension reaches 7.5%, then he will have a monthly increase of 54 euros (annual increase of 648 euros).
It should be noted here that, according to EFKA, there are about 60,000 pensioners whose pensions have not yet been recalculated based on the provisions of the Katrugalu law. According to information from K, they will be given in full regardless of which increase is accepted, and then, when the recalculation process is completed, a final settlement will be made to determine the actual increase and the possible amounts to be returned.
As for the approximately 800,000 pensioners who will see either an accounting increase due to personal differences or a slight increase, according to the Ministry of Labor, most of them will benefit from the elimination of the special solidarity contribution for incomes above 12,000 euros.
We are talking about the abolition of the so-called “solidarity tax contribution”, and these incomes of 12,000 euros and more concern not only pensions, but also the amount of declared income per pensioner. In this context, the number of ultimate beneficiaries exceeds 1 million and the total financial cost is 274 million euros.
For pensioners with a small personal difference, the pension will increase from the beginning of next year.
So, for example, a pensioner with a total declared income of 22,000 euros from two sources, 17,000 euros from pensions and 5,000 euros from rent, will have a total annual allowance of 276 euros.
Of course, the combination of these two measures has several beneficiaries. For example, a pensioner who receives a monthly gross pension of 2,500 euros, of which 200 euros is a personal difference. In 2022, he received 1,822 euros net in his hands after withholding insurance premiums, solidarity contribution and taxes. In 2023, after a 6% increase and the abolition of the solidarity levy, his personal difference will be significantly reduced to 62 euros, and he will now receive a net 1864 euros as a result of the abolition of the solidarity levy (annual allowance). 501 euros). If the increase is in the order of 7.5%, then his personal difference will decrease even more, to 27.50 euros, and the net amount he will receive will be 1864 euros.
And, of course, there is also a one-time assistance of 250 euros for vulnerable groups, which concerns at least 1 million pensioners (out of 634,000 who applied last year) with an annual individual taxable income of up to 9,600 euros (versus 7,200), annual family income up to 16,800 euros (against 14,400) and real estate up to 300,000 euros (against 200,000 euros).
In practice, this means that a pensioner with an annual individual taxable income of 8,000 euros, if last year he did not qualify for emergency assistance of 250 euros, now, with the extension of the maximum declared income to 9,600 euros, he also be able to receive emergency assistance. Accordingly, a pensioner with an annual taxable income of 7,000 euros and real estate of 250,000 euros, while not meeting the conditions for receiving assistance of 250 euros on the previous payment (real estate limit of 200,000 euros), now, with an increase in the amount of real estate from 200,000 to 300 000 euros he can also receive emergency assistance.
In total, 2.3 million citizens are beneficiaries of the measure, and the total cost is 496 million euros, of which 250 million euros are for pensioners.
The fourth intervention, already legislated, is aimed at increasing the incomes of approximately 150,000 older pensioners with more than 30 years of service, who, due to the recalculation of their pensions based on improved replacement rates, will increase in 2023.
