ELEKTRA, with a total budget of 640 million euros, aims to modernize the energy of public buildings to at least energy class B.

At the same time, at least 30% of the annual savings in primary energy required for the needs of the technical systems serving the building, and a 30% reduction in greenhouse gas emissions will be achieved. It is assumed that 2.5 million square meters will be upgraded energetically. public sector buildings.

The energy efficiency measures of the buildings that will participate include, among others, the replacement of frames, thermal insulation, heating, cooling and ventilation systems, room lighting systems, automation systems, power generation and storage systems, installation of electric vehicles. charging points.

The program is financed by the Deposit and Credit Fund with an investment loan from the European Investment Bank and the Recovery and Resilience Fund. The total amount of funds due to leverage expected to implement the program will be 920 million euros.

The grant rate for the implementation of program activities starts from 50% with the following parameters:

• If the application stipulates that the building will receive a Class B+ upgrade (instead of the Class B threshold) or a major renovation, the subsidy rate is 60%.
• If the building meets the energy efficiency class B+ and a radical reconstruction has been carried out, the percentage increases to 70%.
• If the activities are implemented through an energy efficiency contract, an additional 10% is added to the final subsidy rate.

We remind you that those who have incurred the costs of preparing the file from February 23 (the day of the pre-publication of the program guide) will be eligible to join ELECTRA.

You can join the new program:

• Buildings of the Central State Administration.
• Buildings of state institutions.
• Buildings of legal entities of public law.

For the following categories of use:

• Health and welfare buildings such as hospitals, clinics, nursing homes.
• Educational buildings such as schools and universities.
• Office buildings such as office space, headquarters.
• Buildings for other purposes such as indoor sports facilities, museum spaces, church institutions.

The districts to be upgraded are expected to improve their energy class by an average of two categories in accordance with the Energy Efficiency of Buildings Regulation.

With the full implementation of ELECTRA, it is assumed that:

• The total estimated reduction in electricity consumption per year will be 600 GWh.
• The reduction in annual energy costs after energy modernization of buildings will be 96 million euros.
