The Hellenic Technical Chamber (TEE) has re-announced a €150.7 million (or €226.1 million including option) project to digitize approximately 3.5 million urban planning files. The project, which will be implemented as a framework agreement, includes the digitization, digital registration, archiving and geocoding of building permit files. It was re-announced as a TEE as its original tender was canceled due to objections filed with the Office of Pretrial Appeals (AEPP).

Since November 2018, all building permits are issued exclusively in electronic form, and all plans, studies, supporting documents and administrative acts are stored digitally in the TEE electronic permit system. Over a million unauthorized structures have been electronically documented in the Unauthorized Records System, which is also maintained by TEE. The information system of digitized building permits will be connected to an electronic building identifier and a single digital map – a project implemented by OTE together with Intrasoft – where it is recorded what is allowed and what is prohibited (building conditions, land use, forest areas, archaeological zones, etc. . ) on every piece of land throughout the territory.

As stated in the project announcement, the physical documentation of urban planning includes a large number of files, the storage and retrieval of documents by citizens and engineers of which costs tens of millions of dollars a year. In addition, the physical archive is threatened by natural disasters (this happened several times), as well as the natural aging of paper that occurs over time.

The aim is to protect and preserve the printed records on the one hand, as the end of years and where they are stored lead to the natural deterioration of documents, and on the other hand, easy access and deletion/use of the data. , since their large volume makes it difficult to find data from interested parties.

In addition, the platform to be created and compatible with other platforms will consolidate public administration, eliminate corruption and bureaucratic ties, in order to serve economic and investment activities related to construction and territorial planning in the tourism industry, industrial and entrepreneurial activities, development of public real estate and housing in general.

The new system with digitized building permits will provide direct access to building plans, allowing for a preliminary and immediate assessment of the risk and vulnerability of the country’s residential areas. As well as studying and real-time implementation of civil protection programs, vulnerability identification and resilience and adaptation plans.

The deadline for submitting bids is 16 September.
