The government could adopt a state aid scheme to offset the increase in diesel prices for transporters and distributors. The cost of assistance is 13 bans per liter and is provided until December 31, 2024.

As a reminder, the Government has raised fuel prices since January 1, increasing the excise duty by 29 kopecks per liter for gasoline and 26 kopecks per liter for diesel fuel.

Also, from July 1, there will be another increase of 43 bans/liter for gasoline and 39 bans/liter for diesel.

According to the Ministry of Finance, state aid will be provided in the form of a grant to licensed economic operators in Romania who carry out road transport of goods at their own expense or at the expense of transporting people.

The budget of the state aid scheme is 180 million lei for an estimated number of 4,000 economic entities.

Business entities that, at the time of submitting a request for compensation for an increase in the excise duty on diesel fuel, are entitled to compensation for the increase in the excise duty on diesel fuel as a whole meet the following conditions:

a) have a community license issued in Romania;

b) own at least one suitable vehicle;

c) not declared inactive

d) does not receive other compensation for transport activities carried out by vehicles that meet the requirements, with the exception of those that carry out local public transportation of people;

e) no decisions on the return of state aid were made regarding them or, if such decisions were made, they were implemented in accordance with the applicable legal provisions;

f) supplies the relevant vehicles from distribution stations of registered economic entities, as retailers of energy products or from contractual partners that have previously mentioned distribution stations as suppliers, using a supply control card or transfer ring/receiver, or from tanks for own consumption , stored at their supply points or by contractual partners who own tanks, using electronic dispersants for distribution.

According to the institution, a business entity can submit a request for compensation for the increase in excise duty on diesel fuel for a calendar quarter during the first 30 days of the quarter following the quarter for which the payment of state aid is requested.

State aid can be applied for all eligible vehicles owned during the quarter for which compensation is requested, on the basis of a compensation application submitted to the Romanian Highways Authority, starting from the first day of the quarter following the quarter for which the 30 working days before the publication of this decision in the Official Gazette.

The Ministry of Finance, the National Agency for Fiscal Administration and the Romanian Roads Authority – ARR, through the Ministry of Transport and Infrastructure, will conclude a cooperation protocol for the transfer of information on economic operators necessary for the evaluation of the request.
