
A Ukrainian flag flew outside the Federal Security Service (FSB) building in the Russian city of Nizhny Novgorod, according to several videos posted on social media and verified by CNN.
The flag appears to have been draped over power lines above the road and was quickly removed by firefighters.

Russian officials have not yet commented on the incident.
