Oleksandr Dudka, a collaborator whom Moscow installed as a leader in the village of Lazurne in the Russian-occupied part of Kherson Oblast, appears on video telling residents that they will not receive drugs such as insulin or humanitarian aid unless they apply for Russian passports.

“Now there is an official document stating that foreign citizens, that is, citizens of Ukraine, cannot receive medicines purchased with the funds of the Russian budget,” he said.

“First of all, this applies to insulin addicts who have already experienced what it means to be a citizen of another country. The same will apply to the distribution of humanitarian aid,” Dudka added.

“For those who have not received the passport of the country where they live, the country that feeds them, gives them benefits and ensures security in this territory: what the so-called “waiters” (those who have not received a Russian passport) now exceed any limit not only from a legal point of view, but also from the point of view of common sense,” the collaborator of the Russian occupation regime also noted.
