Officials have been undecided on key details, such as the number of applicants countries must accept or pay annually, and how many asylum seekers a country must accept before it can claim to have reached its “capability.” However, according to two diplomats, talks are currently underway to relocate 30,000 people.

That the proponents of these solutions to deal with refugee flows, an issue that is expected to dominate the meetings of European institutions this week, are trying to ensure that asylum seekers in EU member states are more protected, on the other hand, in if their applications are eventually rejected, it will be safer for them to return.
