The Prosecutor General’s Office of Russia has developed a draft order that contains a list of violations for which Moscow authorities have the right to suspend media licenses, Kommersant and TASS note.

According to the project, journalists are prohibited from writing:

  • unreliable information of public importance, which poses a threat to the life and (or) health of citizens;
  • false information about the armed forces of the Russian Federation;
  • information that discredits the Russian army;
  • information that in an obscene form expresses clear disrespect for society and the state;
  • information on the organization of unauthorized public events and (or) participation in them.

If they do not comply with the rules, the Prosecutor General’s Office must file a motion to suspend media activity within five working days from the moment of discovery of the violation, and if necessary – immediately, the document cited by “Kommersant” says.

A request for license suspension or cancellation must be sent immediately to Roskomnadzor, the body that regulates media in Russia.

At the same time, the suspension of activity or revocation of the license of a foreign press must be previously agreed with the Ministry of Foreign Affairs of Russia.

A draft law allowing the Prosecutor General to revoke media licenses was presented to the State Duma in April. Vladimir Putin signed it in July.

The legislative measure allows the attorney general and his deputies to prohibit the media from publishing “false information” and gives prosecutors the exclusive right to suspend the media.

Whereas a foreign journalist may lose his accreditation for spreading “unfriendly information”.
