Anibal Torres, who took office last February, became the fourth prime minister to tender his resignation to President Castillo, who has been mired in scandal since taking office just over a year ago. Characteristically, the prosecutor’s office opened five investigations against President Castillo, which is unprecedented in the history of the country.

The cases concern the influence on the fuel market by the state company Petroperu, the alleged obstruction of justice in connection with the resignation of the Minister of the Interior, allegations of corruption and collusion in public works, the impact on military promotions and plagiarism in his university thesis.
Protected by presidential immunity until the end of his term in 2026, he cannot be charged or put on trial. In addition to legal issues, Pedro Castillo faced two congressional impeachment attempts with the question of impeachment.
