The FSB reported that “all four terrorists” were detained when they were heading to the Ukrainian border, and they had contacts in Ukraine. The FSB also said that they were transported to Moscow. Russian Foreign Ministry spokeswoman Maria Zakharova said that they wanted to hide in Ukraine.

In his first public speech on the attack, Russian President Vladimir Putin repeated his claim that the suspects were trying to flee to Ukraine, adding that those behind the attack would be punished.
