
The activities of the General Secretariat of the Government and all organizations operating in Victoria Palace, including staff, assets, archives, security systems, etc. will be moved to the Palace of Parliament, given that the Government building will undergo extensive energy efficiency works, in accordance with the new GEO project with fiscal and budgetary measures (Trenulet Decree).
At the meeting of the Government on February 22, 2024, the Memorandum was approved on the topic: “Measures to achieve the investment goal “Energy efficiency of the Government building – Victoria Palace” with financing from the PNRR and from the state budget.
The executive body notes that in order to comply with the conditions for the implementation of this investment with PNRR, a norm with the force of law is required, given that on October 14, 2022, a financial contract for the energy efficiency of the Government building – Victoria Palace was signed between the Ministry of Development and SGG.
More specifically, the state-owned part of the Palatul Parlamentului building, located in the city of Bucharest, Izvor Street No. 2-4, Sector 5, is transferred from the administration of the Ministry of Development to the Administration of the Autonomous Government “State Protocol Heritage Administration” (RA-APPS) , operating under the leadership of the General Secretariat of Government (SGG).
Part of the building will serve as the headquarters for the structures of the Government apparatus during the implementation of the investment goal “Energy efficiency of the Government Building – Victoria Palace”.
The Chamber of Deputies will provide the Autonomous Directorate “State Protocol Heritage Administration”, corresponding to the part of the building under its management, with engineering communications necessary for its normal functioning.
Within 60 days after the completion of the energy efficiency works of the Victoria Palace building, the Government will transfer this building from RA-APPS management back to the Ministry of Development by its decision.
There are no exact dates for the start of work and these moves, but government sources say they are likely to take place next year.
