On Monday, the City Hall of the capital began work on strengthening the two-story block at 17 Baltagului Street, Mayor Nikushor Dan said. The cost of the investment is 10 million lei plus VAT, and the duration of the works is 12 months. Funding comes from PNRR.

  • “Today we start the consolidation of the building for us, with the funds of PNRR. The cost of the investment is 10 million lei plus VAT. These include consolidation, energy efficiency, installation of solar panels, and changing the heating system. Now they have apartment centrals and furnaces.
  • Our Administration for the Consolidation of Seismic Risk Buildings attracted 300 million lei from the PNRR for consolidation and energy efficiency and 600 million lei from the National Consolidation Program from the Ministry of Development. We have prepared the documentation for participation in all the next stages of the national consolidation program,” explained Mayor Nikushor Dan during a press conference held in front of the building at 17 Baltagului Street.

Rezvan Munteanu, director of the Seismic Risk Building Consolidation Authority, said the building was in a state of collapse and the owners were relocated.

“I remember how, about 2 years ago, representatives of the HOA from Baltagului, 17, came to our institution with tears in their eyes, who told how hopeless your situation is. I came here with several of my colleagues, discovered the existing disaster, huge cracks in the walls. In the next period, we decided to relocate you, because they were in danger, the territory of the first floor was completely flooded, there was mold, dampness. Then we took the first administrative steps to consolidate this building. Here, after about 2 years, we managed to overcome all the administrative steps, and today we are starting work on consolidation,” Munteanu explained.

Andrea Cel Mare, the architect in charge of the technical part, said that the building has two floors and a technical bridge, because there are several buildings of this type in Bucharest, and the work is aimed at consolidating the building, the work is done on the outside so as not to reduce the living space, thermal insulation facade with mineral wool, replacement of roof, carpentry, modernization of internal installations and installation of solar panels on the roof for energy efficiency.

The duration of the works is 12 months, the developer is the Metropolitan Buildings Trust.

Over the past three years, the capital city hall has completed work on only one earthquake-prone building, which was almost ready in 2020. The Municipal Authority for Association of Seismic Buildings has only three construction sites open for association, although 390 buildings are classified as seismic risk class I and 460 buildings are classified as seismic risk class II. For 30 years, things moved just as hard, with a consolidation rate of 1 property per year.
