Seven burnt victims who were found by firefighters after a devastating fire in Ferma-Dachilor have been identified based on DNA data, judicial sources told AGERPRES.
According to them, the investigators collected DNA samples, which were compared with the samples taken from the relatives of the deceased, thus identifying the seven burned persons found so far. three children and four adults.
The eighth missing person is still being sought.
CSA Steaua said on Tuesday evening, citing unofficial information, that one of the victims of the fire at the Ferma Dacilor guesthouse will be Luca Ene, a player registered with the Army Sports Club’s under-17 squad.
Luka’s brother, Matej, is also registered with the CSA, hospitalized together with his mother “Luka, his father and younger brother Petru are on the list of missing persons”.

Ferma Dacilor, built without a building permit
The Ferma Dacilor tourist complex appears to have operated for decades without the necessary permits and unnoticed by the authorities.
According to the Tohani Tourist Complex’s official website, the foundations of the business were laid in 2013, which was also confirmed by Cornel Diniku, an entrepreneur who identifies himself as the owner of the business, even though he is not listed in the documents of the company that controls the guesthouse.
The prefect of Prahova, Virgiliu Nanu, said that the Dacian farm was built without a permit and became legal only in 2020, when a construction certificate was obtained for these buildings.
The tragedy at Ferma Dacilor has forced the authorities to start an inspection of all guesthouses in Prahova for fire safety permits, according to the order of Prefect Virgiliu Nanu, head of Prahova’s PSD.
The mayor did not make any checks in the boarding house
And the mayor of the commune of Gura Vadului Nikolae Marius Sora confirmed this on Wednesday.
“There are several built-up buildings, I can tell you that. Buildings, a boarding house and a restaurant, as well as accommodation facilities were built, but it dragged on over time,” explained the mayor of the Prahov commune.
Nicolae Marius Sora (PNL), who has been in charge of the commune since 2020, admitted that he had not made any checks at the boarding house.
“The owner is a woman from Bucharest, we tried to contact her. It was not possible to contact her (…) In 2020, when I accepted the mandate, I took it with all the attachments. We wanted to check the presence of these structures,” the mayor explained, as quoted by TVR News.
The mayor also reported that the boarding house is connected to electricity, but there are very large voltage drops because they are at the end of the power grid. And the boss complained last year that he submitted a request for an increase in powers, but did not receive an answer. In addition, Cornel Dinicu complained about the bureaucracy and the Romanian authorities, which he said were slow to act.
The owner came with a permit from the Ministry of Tourism, and at the time I thought this guesthouse had a permit. As a rule, they should have asked for permission to build, but they did not, added the mayor of the commune, Gura Vadului.
Nicolae Marius Sora said he was going to check the boarding house and that the owners had not asked for an operating permit.
“We wanted to check the availability of those buildings from the side of urban planning. The owner or whoever is an authorized person came with a permit from the Ministry of Tourism that said they were authorized by the Ministry of Tourism, and at the time I believed it was authorized… Normally they would have to ask for an operating permit which they did not ask for,” added the mayor.
DNA file on fire safety permit issues
According to ISU Prahova, the boarding house did not even have a fire permit. In 2019, ISU Prahova only issued a warning to Ferma Dacilor boarding house, despite the fact that serious violations were found. In the same year, a protocol meal was organized in the boarding house, proposed by the management of ISUJ Prahova.
According to judicial sources cited by Digi24 and Agerpres, the National Anti-Corruption Directorate is to reopen the case against ISU Prahova regarding the problems with the fire permit at the Ferma Dacilor boarding house.
On March 21, 2023, the corruption case was closed by the military unit of the DNA, which at that time was headed by Liviu Laska, who was replaced by Krin Bologa.
The DNA file would show that there were numerous violations during the granting of fire permits, and ISUJ Prahova decided to issue only a warning instead of fining the boarding house, as it should have, with 5,000-10,000 lei.
The National Police Union of Prahova concluded a contract with Ferma Dacilor
The National Police Union of Prahova had a contract with Ferma Dacilor, and union members went there with a 20% discount because the boarding house did not have a permit to operate the tourist route and an ISU permit.
“I had a contract and a 20% discount. This is a cooperation, we have 74 offices in the territory of Romania, each territorial office can choose to cooperate for the benefit of the union members, with certain discounts, certain benefits for the union members,” Vasile Zelca told Euronews Romania.
“As a trade union, we do not have the authority to check whether it is authorized or not, but in the future we will hold talks with all heads of territorial administrations so that we do not face such situations again. Police officers in the region could not have known about the trade union authorization,” said SNPPC President Vasile Zelcha.
