Last summer, the Chuke government introduced a major amendment to the fiscal code, GEO 16/2022, which introduced new taxes, many of which were supposed to take effect early this year. Public data from the Ministry of Finance show that tax revenues to the state budget have not increased compared to inflation. Economists believe that the slowdown of the economy and the growth of tax evasion explain the fall in real terms of budget revenues. This raises questions about financial stability in 2024, when a new series of taxes and fees will come into force, hoping to cover the rising costs of the state.

A year ago, the Chamber of Deputies passed GEO 16/2022, a regulation that introduced a number of new taxes starting in 2023. Among these measures were the lowering of the ceiling for micro-enterprises to €500,000, the tax on dividends increased to 8%, the introduction of a tax on tips, VAT increased on some products (juices and services in Horeca), as well as on home delivery. The government estimated that the new taxes would bring revenue to the budget by 1%, i.e. more than 13 billion in nominal terms.
