The scandal with the selection of new directors of “Hydroelectricity” entered a new phase: the search for violations in the candidate qualification procedure. In this sense, the Ministry of Energy sent a control body on Monday, sources in the energy sector told HotNews.ro. The information was also confirmed by the Ministry of Energy. It will be recalled that the selection procedure for new directors was blocked due to the fact that some of the politically supported persons did not make it to the short lists, reports HotNews.ro. If violations were found, the procedure could be restarted, which would benefit those who did not qualify.
Some of the political favorites did not make it to the short lists, specialists from a non-party company received higher scores. Interviews with those shortlisted were scheduled to take place on October 17-20, according to the calendar, but the necessary invitations were not sent to qualified candidates.
According to HotNews.ro, there has been pressure at the political level to expand the shortlists so that those who have been rejected can also be placed on them, so that they can reach the interview stage, where twists and turns can still happen. Given that the rules could not be changed during the game, the option of resuming the selection procedure was considered. However, to restore it, it is necessary to refer to the violation.
A councilor who was not shortlisted questions the fairness of the selection process
HotNews.ro also wrote that one of those who should have been on the list was the minister’s chief of staff Sebastian Bourduya and a business partner of the Bourduya family. Roibou aspired to take the position of investment or administrative director, but did not get the required score. According to an article in Adevărul, Roibu later announced that he had withdrawn from the race, questioning the correctness of the selection, but also predicting a possible resumption of the procedure.
“At the same time, I believed that this selection through the chosen recruiting company would be carried out correctly and rigorously. So it will be shown or not. In any case, given the trending information that appears in the space society, I decided that I would proceed from this selection, and I will not participate in the future selection either, if Hidroelectrica’s supervisory board decides to resume the procedure,” said Dragos Roibu.
Minister Burduja talks about “official notices” related to the method of selection
In the same article, Adevărul quoted Energy Minister Sebastián Burduya as saying that “there are official reports regarding the selection and hiring procedure of Hidroelectrica’s management, for which the company’s supervisory board is fully responsible. “The rigor and legality of this process should not be in doubt, as this is a strategic listed company that must maintain an impeccable reputation,” Burduja said.
At the beginning of the scandal, Minister Burduja said that the ministry does not participate in the selection of candidates. “Procedures related to selection for members of directorates of companies subordinate to the Ministry of Energy are not part of the Ministry’s authority,” Sebastian Bourduya said at the time.
But a day ago, the minister spoke about the “updating” of the team. “I think that given the listing of Hidroelectrica, given the portfolio of projects, including projects with a high degree of completion, a high degree of execution, there is a need for a renewal at the team level. But this is not my decision. as a minister and I am not – I have participated and will never participate in the selection procedures that take place under Order 109,” the minister said.
Which of the major political candidates did not make the shortlist?
HotNews.ro reported how Hidroelectrica’s executive appointment process was blocked because Dragos Stefan Roibou, chief of staff to Minister Sebastian Bourduis and a business partner of the Bourduis family, was not on the shortlist. Roybu wanted to take the position of investment or administrative director, but did not get the required score.
Dragos Štefan Rojbou is the chief of staff of Minister Sebastien Bourduis, but he seems to be close to the family. According to Termene.ro, Dragos Štefan Rojbu owns the company Dynamic Energy Systems SRL together with the minister’s sister Medalina Ana Burduja in equal shares. This company has been inactive since 2016 and was revived on September 13, 2023.
According to HotNews.ro, the situation is even more complicated, as not only Roibu is a political favorite who did not get the desired position, but also other candidates. One of them would be Corina Popescu, the former head of Electrica, who is strongly supported by former Prime Minister Mihai Tudose. Corina Popescu wanted to get the highest position in the directorate – the position of general director, but she would be satisfied with the position of operations director.
Along with the SIE reserve general, he controls another former Electrica boss and shareholder in Fratelli, a company that has just received a license to supply electricity, according to Profit.ro. Swift Spot SRL is the name of the company and is fully owned by Swift Energy SRL, a consulting firm founded in September 2022 and associated with Silviu-Bogdan Nicolae, Corina Popescu, Christian Busch and Nicolae Merjani, each of whom holds 25% of the capital .
Even Mihai Dari, former CFO of Nuclearelectrica and former CFO of Electrica, was not shortlisted as he sought the post of CFO, although he was supported by PNL. Another PNL-backed candidate who wanted the CFO position but was not shortlisted was Julian Cristian Bosoanca, a close associate of ex-minister Virgil Popescu, former president of Electrica’s board of directors.
