From September 1 to November 30, the second registration session is held for individuals, legal entities and joint-stock companies as part of the Rabla Classic and Rabla Plus programs. For this stage, the budget allocated for the Rabla Classic program is 222,457,000 lei, and for the Rabla Plus program – 272,468,500 lei.

“The Administration of the Environment Fund organizes the second registration session for individuals, legal entities, and UJSC within the framework of the Program for Stimulating the Renewal of the National Vehicle Fleet and the Program for Reducing Greenhouse Gas Emissions in Transport, through the Promotion of Non-polluting and Energy-Efficient Vehicles 2020-2024, in the period from 10: 00 September 1 to November 30, 2023, time: 23:59,” the AFM said.

For this stage, the budget allocated for the Rabla Classic program is 222,457,000 lei, and for the Rabla Plus program – 272,468,500 lei.

The programs will be implemented within the limits of the allocated amounts, in the second stage:

Rabla Classic:

– Legal entities: 53,000,000 lei;

– Natural persons: 159,457,000 lei;

– UATs and public institutions: 10,000,000 lei.

Rabla Plus:

– Legal entities: 83,468,500 lei;

– Natural persons: 155,000,000 lei;

– UATs and state institutions: 34,000,000 lei.

The calendar of registration sessions in the two programs and the amounts allocated to applicants are available on the AFM website.

Regarding the Rabla Classic program, the disposal premium is 7,000 lei, respectively 10,000 lei in case of surrender of 2 used cars.

The recycling premium is granted for a new car, except for motorcycles, the power system of which generates a maximum of 155 g CO_2/km in the WLTP system.

The following environmental bonuses can be added to the cancellation premium:

– an eco-bonus in the amount of 1,500 lei for a new vehicle, with the exception of motorcycles, the power system of which generates a maximum of 120 g CO2/km in the WLTP system;

– ecobonus worth 1,500 lei for new vehicles, except for motorcycles, equipped with LPG/CNG engines;

– an eco-bonus in the amount of 3,000 lei when buying a new vehicle, except for motorcycles equipped with a hybrid power plant;

– ecobonus in the amount of 1,500 lei for the disposal of each used vehicle, which is at least 15 years old from the date of manufacture and/or has a pollution standard of Euro 3 or lower.

For the purchase of new motorcycles, the power system of which generates a maximum of 120 g CO_2/km in the WMTC system, a scrapping bonus of 7,000 lei is provided in exchange for the transfer of the used vehicle to scrap, to which you can add:

– an eco-bonus in the amount of 1,500 lei for a new motorcycle, the power system of which generates a maximum of 90 g CO2/km in the WMTC system;

– ecobonus in the amount of 1,500 lei for scrapping a used vehicle that is at least 15 years old from the date of manufacture and/or has a Euro 3 pollution standard or lower.

State institutions and administrative-territorial units can take advantage of the scrapping allowance in the amount of 7,000 lei when buying a new vehicle, without being obliged to hand over a used car for scrapping. If they choose to purchase a new vehicle instead of scrapping two used vehicles, they will benefit from a scrapping bonus of 10,000 lei.

The validity period of the registration certificate under the Rabla Classic program is 120 days from the date of issue, during which the beneficiaries will complete all the necessary procedures to purchase a new car.

In addition, as part of the Rabla Plus program, the applicant receives an eco-ticket when purchasing a new vehicle in exchange for handing in at least one used vehicle for recycling. No more than two used cars can be disposed of.

The amount of financing is:

– 51,000 lei for a new fully electric vehicle or a new vehicle with a hydrogen fuel cell and 26,000 lei for a new hybrid electric vehicle, except for a motorcycle that generates a maximum of 80 g CO2/km in the WLTP system, in exchange for the surrender of a used car ;

– 54,000 lei for a new fully electric car or a new car with hydrogen fuel cells and 29,000 lei for a hybrid electric car that generates a maximum of 80 g CO2/km in the WLTP system, for the purchase of a new car, in exchange for scrapping two cars that were in use;

An eco-bonus of 1500 lei is added for each used vehicle older than 15 years and/or with a pollution standard of Euro 3 or lower that has been scrapped.

An eco-ticket is issued when purchasing an electric car, the value of which does not exceed 75,000 euros including VAT.

State institutions and administrative-territorial units use an eco-ticket in the amount of 120,000 lei when buying a new vehicle without the obligation to hand over the used car for scrap metal.

An eco-ticket for the purchase of an electric motorcycle costs 26,000 lei.

In addition, an eco-bonus of 1,500 lei can be added to it for scrapping a used vehicle that is at least 15 years old from the date of manufacture and/or has a Euro 3 pollution standard or lower.

The certificate of registration in the Rabla Plus program is valid for 120 days from the date of issue, during which the beneficiaries will complete all the necessary procedures to purchase a new car.
