Ten days after the May 2 accident caused by a young man who had taken several types of drugs, Romanian Police Chief Bebone Matei held his first public speech in Constanța to install the new leadership of the Police District. He spoke of several “inexcusable mistakes” in the case, saying “100% of the accident was avoidable.” We remind you that less than an hour after leaving the Old Customs House, Vlad Pasku caused an accident, he was able to continue his journey, although the police found drugs in his car.
Benone Matei was in Constanța for the appointment of the new district police chief, Madalina Vlangar, appointed after the resignation of former IPJ chief Adrian Gluga, who had previously been investigated for serious police misconduct in the Vlad Pascu case. In addition, the head of the Romanian police and the former head of IPJ Constanța held a joint press conference.
Could the accident on May 2 have been avoided if there were no police mistakes?
- “100% of the accident could have been avoided,” said the head of the Romanian police, quoted by News.ro.
When asked if he had intervened so that the police would leave Vlad Paska alone, Benone Matei replied: “It is out of the question.”
“It was a series of unforgivable mistakes”
The head of the Romanian police spoke about several “inexcusable mistakes” in this case.
- “Please allow me to conduct this preliminary investigation with the utmost balance and speed. Obviously, there was a series of syncopes.
- Unfortunately, it was a series of unforgivable mistakes. This is what we are trying to do in this project, to eliminate human errors at all costs by automating the flow of information through many other systems that will allow us to respond in an integrated way and avoid making important decisions by one agent or one worker. regarding difficult situations,” said the head of the Romanian police.
He claimed that in cases of murder and extreme violence, the reaction of the Constanta police was very kind.
- “From the point of view of the operational situation, this is a difficult operational situation, but so far we have managed to achieve maximum efficiency.
- You know very well that both in cases of murder and in cases of extreme violence, the response of the system and the response of the police of Constanta was very good,” the Romanian police chief said, a day after Catalin Predoyu said that “in Constanta, the fight against crime was lost at least for the last 5-10 years.”
Former head of IPJ Constanţa: I asked to be relieved of my position to be available to the higher echelons. I’m not retiring
At the same news conference, Adrian Gluge said he had asked to be removed from his position to be available for those conducting inspections related to the May 2 crash in which two people were killed by a car driven by a driver who was in in a state of drug intoxication. Glăgă stated that he is not retiring and will remain at IPJ Constanţa.
- “I think this is the moment when I can make a clarification. I asked to be relieved of my position precisely in order to be available to the higher echelons who checked and will check all aspects related to the incident on Vama Veche-2 Mai.
- After I was dismissed from my position, I was fired and I note that I did not apply for the termination of employment relations with the Ministry of Internal Affairs. I think it’s important to emphasize that,” said Gluge, News.ro reports.
When asked if he wants to retire, the former head of IPJ Constanţa replied: “No, not at all. I will stay at IPJ. According to the current legislation, certain tasks will be set for me.”
The control body of the Ministry of Internal Affairs revealed a number of police errors in the case of a road accident on May 2, where a 19-year-old boy, who used several types of drugs, drove into a group of eight young people, two of whom died on the spot. Vlad Pascu should have received sanctions the day before the accident, when he was stopped on the road by the chief of the Constanta traffic police.
Katelin Predouy announced on Monday evening that the head of police of the Konstanz district, Adrian Gluge, has resigned. He said that in Constanta, the battle against crime has been lost for the last 5-10 years, so the entire organizational structure of the District Police Inspectorate will be “abolished and restructured”, while interim management will be in place.
The report’s findings indicate consistent violations of rules by police crews “on the background of poor professional training or deliberate violation of rules” by police officers, as well as deficiencies in managerial actions regarding the organization of the mission within their competence.
According to the report, the day before the accident, Vlad Paska was stopped in traffic even by the head of the Constanta traffic police, who did not sanction him, even though the car did not have RCA insurance and the car did not have a “novice driver” sign.
He said a decision had been taken to open a preliminary investigation for negligence against the chief inspector of the Konstanz district police, Adrian Gluge. He resigned on Monday.
Predoiu claimed that this report, which reveals serious violations and which he will send to the prosecutor’s office, is “a political-administrative basis for comprehensive changes at the level of the entire Romanian police” and that “a complete reboot of the entire law enforcement system” is required by law in the structures of the Police Department, but as well as in the structure of the Ministry of Internal Affairs as such”.
The tragedy of May 2, in which two students aged 20 and 21 were killed and three other young people were injured, threw the Romanian police, led (from May 2021) by the Inspector General, into a new scandal Benone Matei, under the direct authority of the quaestor Bohdan Despescu, State Secretary of the Ministry of Internal Affairs.
