
The most prolific association of Romanian builders has been recognized as the winner of the tender for the design and implementation of section 3a of the A8 motorway, and the Legin-Tirgu-Neamts section is practically the first section where the actual construction of the already famous Union motorway has begun. which will connect Moldova with Transylvania.
UMB will build the first section of the A8 “Uniriy” highway.
The association SA&PE CONSTRUCT SRL – SPEDITION UMB SRL – TEHNOSTRADE SRL was recognized as the winner of the tender for the design and implementation of the 3rd section of the A8 highway. The bid price was 1.56 billion lei, compared to the roughly 2 billion estimated at the auction.
The Leghin-Târgu Neamț (Moțca/DN2) section will be practically the first PNRR section on the A8 to start construction, unless the case is continued through appeals. However, it is worth noting here that works through the PNRR must be fully completed by 2026 or they will not benefit from the allocated funding.
If he signs the contract, UMB will have 6 months to design and 24 months to build 29.91 km of this section.
The contract provides for the following:
– 29.9 km total length
– 13 bridges
– 11 passages
– 2 viaducts
– 2 interchanges: 1) DN15B (Vănători-Neamț) and 2) DN15C (Târgu Neamț)
– 4 office premises
– 1 maintenance and coordination center
The first two sections of the “Uniriy” highway A8 Tg. Mures – Iasi – Ungheni have been put up for auction since the end of last year. These are two sections:
- Tirgu Mures – Tirgu Neamts Motorway, Section I: Tirgu Mures – Merkur Nirajului and A3 Motorway Connection – 24.4 km (including 2.4 km connecting road) (See submitted proposals)
- Tirgu Mures – Tirgu Neamts highway, section III: Legin – Tirgu Neamts – 29.91 km. (See submitted proposals here)
UMB is already building 250 km of the A7 “Moldova” motorway, including the future connection with the A8 south of Pascani
The Romanian company UMB (together with other entities of the group – SA&PE and Tehnostrade) is currently building all 10 sections in Moldova that are included in the PNRR for the A7 “Moldova” highway – we are talking about 250 kilometers from Buzău to Pascani.
On the section from Bacău to Pascani, UMB will also build the future interchange of the A8 motorway, a “whirlpool” interchange, with high-speed shoulders on all traffic connections.
Race against time to get the ends of the A8 Tirgu Mures – Tirgu Neamt ready by the deadline for the PNRR projects
The A8 “Unirii” motorway is almost 320 km from Tirgu Mures (junction with A3) to Iasi and Ungeni, on the border with the Republic of Moldova. The sections from Tirgu Mures to Merkur Nirajului (approx. 25 km) and from Legin to Tirgu Neamts and Moca/DN2 (approx. 30 km) are funded by the PNRR, a short-term plan developed by the EU for post-pandemic restart. Mandatory condition: implementation of projects by 2026.
Under current conditions, with tenders still pending, with a deadline of 30 months (6 months of design + 24 months of execution), the chances that the two sections will be fully ready by the deadline are slim and highly dependent on contract development and a quick resolution possible problems and blockages on the way.
On the rest of the section – the mountain sectors from Mercury Nirajului to Legin – things are much more complicated, and even the feasibility study has not yet been completed.
For the Moțca/DN2 – Iasi – Ungen section, field studies were only carried out this year after the project was blocked for more than a year at the route selection stage
