
The horror asylum scandal has shown how vulnerable elderly people are when they enter residential care because their families are no longer able or, in some cases, no longer willing to care for them if they still have close relatives The problem has been known since the period when the Romanian state was developing the National Plan for Recovery and Resilience (PNRR), but despite all this, the allocated funds were only directed to targeted day care centers for the elderly, which to a certain extent can still take care of themselves or have relatives who help them.
Section C 13 – Social Reforms of the PNRR also aims to improve the system of long-term care for the elderly, which is provided at home, in residential centers, in day care centers, in the individual’s home or in the community. However, the funds allocated to care for the elderly are directed exclusively to the construction of day care centers, thus leaving the elderly, abandoned by relatives or in need of constant care, at the expense of shelters that the state has proven unable to control.
