The salaries of teachers and teaching assistants are to increase from June 1 by 1,300 gross lei per post, according to a draft emergency decree put out for public consultation, after the government made a new offer to trade unionists, who demanded promises in writing that I can analyze by Monday. at 10 o’clock, when the Executor was waiting for a positive response to end the conflict. “Starting from June 1, 2023, basic salaries will be increased for: d) teaching and auxiliary teaching staff from units of pre-university education and higher education institutions in the amount of 1,300 lei gross for each position; e) auxiliary teaching staff in university libraries, as well as for the performance of other categories of functions included in the appendices to the Framework Law no. 153/2017 regarding the salary of staff who receive payment from state funds, with further amendments and additions and have the status of auxiliary teaching staff, in accordance with the Law on National Education no. 1/2011, with subsequent changes and additions, and carry out activities in the national education system, in the amount of 1300 lei each; f) non-teaching staff from units of pre-university education and higher education institutions with an amount of 400 lei gross for each position,” says the justification of the GEO project.

This amount is also provided for non-teaching staff at the level of the gross minimum basic salary for each country guaranteed in pay, taking into account the fact that for some job categories the salary scale is below the level of the minimum basic salary in pay, it is necessary that this category staff also benefited from this amount, 400 lei, according to the document.

The accompanying memo also states that the executive and union officials agreed that “the new salary law will be based on the principle that the basic salary of a starting university teacher/assistant will be set at the level of the average gross salary in the economy, which is used to create the known budget of the state social insurance and is 23% of the maximum wage scale in the state system, and the wage increase according to the new scale will be phased, the first installment from 1.01.2024 in the amount of 50% of the wage increase provided for by the new the law on wages”.

Although the GEO salary increase is due from June 1, Education Minister Ligia Deka said on Sunday after the cabinet meeting that the increase will be implemented after the date of publication in the Official Gazette.

“Increases are accepted from the date of entry into force of the normative act. The law is not retroactive. Therefore, they will be provided from the moment of publication of the regulatory act in the Official Gazette,” Deka said.
