This is the first time this “abbreviated” process is used, which the government is keen to complete for obvious reasons, and it will be interesting to see what complications may arise – or not. It will also be interesting to know if the company as a whole is being screened for urban planning violations (i.e. all of its buildings in Psarrow).
In his case Principot, in which government agencies have been fixing lawlessness for seven years, without having had time to influence its work at all (see “K” 10.3.2023), the number of recorded lawlessness this time … exceeds any previous one. According to the autopsy report of environmental inspectors, the structures were registered without a building permit, within the Panormos coastal protection zone and less than 100 meters from the beach, in a landscape of particular natural beauty. It has also been documented that the creek is covered with cement slab and structures near the Panormos creeks in violation of the Presidential Decree on Small Island Wetlands (including this one… while it still existed).
– Construction of a closed building with an area of 2,977 square meters (!!!), where a preparation room, a trading warehouse, changing rooms, toilets and other auxiliary and storage rooms were located. This site contained an older structure, the existence of which was determined by an EPA inspection in 2017. Syros in the next phase.
— Closed utility rooms with a total area of 2,278 sq. m, of which 1,928 sq. m – in the 100-meter zone. from the seashore. In this area, during an inspection by the Environmental Inspectorate in 2017, an old house and retaining walls were discovered, which were integrated into the existing development (they will be checked by the city planner in the next stage).
– 233 square meters of isoboxes
– A building of 310 square meters using a preparation room, kitchen, changing rooms, toilets, etc.
– Laundry area of 309 sq.
– Closed area of 1829 sq.m. with use as a warehouse, a canteen for staff, drilling, biological treatment, accommodation of employees, etc. In this area, an existing building, functioning as a company office, for which there is a building permit from 2002, is inscribed on this site, checked for legality.
– Various other enclosed utility rooms.
The inspectors also recorded a number of urban development violations, including:
– Concrete paving with a total area of 21,490 sqm (see slope grouting discussed in a recent K report), of which 7,546 sqm are within 100 meters of the sea line. This surface includes a concrete slab that was built to cover a creek flowing through the facility on the north side.
– Along the coastline for 260 m and in front of the wooden decks, a temporary fence made of wooden panels (metal in the northern part of the enterprise) with a height of about 3 meters was built. This is the famous “fence” on the beach, which is captured in the photos of the day.
– 426 square meters car parking shed and 2877 square meters car parking pergolas, of which 818 square meters are within the 100 meter area. from the coastline.
“Pavilions in front of the beach and decks of several thousand square meters.
In total, the Inspectors recorded 33 illegal constructions, of which:
– Closed buildings are 9,187 square meters.
– Pergolas 2059 meters and paved decks 3000 square meters.
– Cemented parking spaces (mostly) 21,490 sq.m.
– Illegal fencing with wooden panels covering 780 sq.
A total of 39,780 square meters of illegal structures were recorded, for which a building fine of 14,818,558 euros and a maintenance fine of 7,409,279 euros were imposed (22,227,838 euros in total).
It should be noted that the premises for the construction of which there is a permit, and those for which “settlement” applies, were not taken into account when calculating the fine, since they will first have to be checked by the town planning authorities of Syros.
Under the new legislation, the decision has been made known to Principote owners, who can appeal to the Central Board of Urban Affairs and Disputes (KESYPOTHA). If no appeal is filed with KESYPOTHA within 10 days, or the appeal is rejected, the building will be classified as immediately demolished.
