Feeling attacked by the Minister of Finance, Adrian Cachiu, on the subject of a decrease in budget revenues, the customs presented the report for the first quarter of the year, as did ANAF the day before.

Adrian Cachiu said, among other things, in the government that “public institutions must find a solution to collect taxes from those who do not pay taxes. There is a principle of fiscal inspection. When he leaves the office, he immediately sees himself in the collection. I do not want to refer to ANAF, Customs and the Anti-Money Laundering Authority.”

According to the statement sent by the Romanian Customs Service (AVR), the institution has intensified its efforts in the field of tax collection, both from customs operations and from other categories of operations with excise products, which are reflected in the tax revenues of the authorities.

“In the first quarter of 2023, the value of the amounts actually collected as of March 31, 2023 is 4.118 billion lei, which is 77.83% of the quarterly collection program,” the institution says, thus showing that they are lower than the plan developed by the Ministry of Finance.

According to the quoted source, the fluctuations of the first quarter are caused by delays in VAT payments in the context of events on the Romanian border and the blocking of the main export-import routes with tax-free goods from Ukraine.

“Regarding VAT, the activities of the customs office were affected by the benefits provided by the Fiscal Code regarding the delay of payment. Thus, the recovery of the sums specified in the customs declarations, which represent deferred VAT payment, in accordance with the legal provisions in this matter, is effectively reflected in the activity of the fiscal body for recovery,” the customs office notes.

Also in this context, the institution says, the entry into force of bans introduced at the Union level on oil products of Russian origin had a significant impact on the collection of taxes from customs operations.

“Also, the reduction in the import of construction materials due to the restriction of the market in the field of construction affected the reduction of the amounts owed on customs operations”– says the customs office.

Yesterday, ANAF presented a statement saying that in the first three months of 2023, ANAF collected 83.534 billion lei from the consolidated budget. Compared to the same period last year, when 78.177 billion were collected, there is an increase of about 7%.

Compared to the collection schedule, 96.6% of the plan was collected in the first quarter, 2981.35 million lei less.
