
The Prosecutor’s Office of the Constanța Court was informed of the images of Constanța County Council President Mihai Lupu insulting a local police officer and is investigating a case of criminal insult, according to News.ro.
The chief prosecutor of the Prosecution Office of the District Court of Constanta, Mihai Alexandru Stanciu, said that the police of the Municipality of Constanta notified the prosecutor’s office after the images appeared in public space.
“On April 4, 2023, the Municipal Police of Constanța informed the Prosecutor’s Office of the Court of Constanța regarding the images that appeared online in which the President of the District Council, Lupu Mihai, appeared, and which were supposed to address several insulting words against him and threats to a local police officer because he would not allow him access to an area that was restricted to residents. It follows from the reporting document that the act took place in 2021. We have registered the report as a criminal case, and an investigation is being conducted into the fact of committing a crime of insult,” said Mihai Alexandru Stanciu.
In the pictures published on the Youtube channel of Constanţa Info, Mihai Lupu can be seen holding out his phone to a local policeman and asking him: “Don’t you want to talk to your mayor?”. At that moment, the precinct policeman warns him that he is being audio-video recorded on the provided video camera and asks him to behave normally.
“How stupid can you be, me? I am the president of the district council. How stupid of you to do that. You’re the stupidest man I’ve ever seen in my life,” continued Mihai Lupu, who approached a local policeman and shoved him, before the man accompanying him removed him.
“From now on, I announce that…” said a local policeman, who was interrupted by Mihai Lupu, who continued: “What are you announcing, idiot? Next week you are nothing. I came home to me what the hell are you. If you were smart…you’ll see, next week you’ll be fine. Idiot. I didn’t do anything to you, you jerk. What is your name?”.

The scandal began after the car that was taking President CJ Constanţa home did not have permission to enter the peninsula and was not allowed to pass by a local police officer at the appropriate barrier.
Mihai Lupu reacted to the appearance of the images and said during a press conference on Monday that he apologized for his nervous outburst and for the words he addressed to a local police officer, clarifying that his image was not like that.
“Given that some so-called information appeared in the public space, it was my duty to come to you and clarify things. I would like to discuss today with so much press the projects of the county of Konstanz, what the president is doing, the apparatus of the county council, but I cannot accept that information circulates in the public space without giving very clear all the details about this information, especially , that it concerns my behavior, my attitude, the way I behave as a president, as a citizen of this country. Visualizing these images, of course, I experience a new phenomenon of frustration and irritation. I apologize for my nervous outburst and for the words I said, and I apologize to all the residents of Constanta, because this is not my image,” said Mihai Lupu.
He stated that he reacted this way because of the attitude of the precinct policeman.
“Given that we are also in a period of fasting, perhaps it is good to make a full confession and it is good for all of us who use all the information tools today to be properly informed and to be honest and fair in giving to the public and not only to the public but to everyone, correct information. So, to make a long story short, I’ll be very clear, because at the time, in 2021, there was a permit-based provision on the peninsula, I moved home without a permit. I presented the ID of the president of the district council, I presented the ballot that I live on the peninsula and because of the attitude of the local police officer who took my ID and threw it away, he just threw it on the banquette, mind you, I was not driving , I thundered like any other person, I am also a person, I am not a robot.
