A total of 94 departments – 88 universities and 6 universities – are “brothers”, as a result of which they either cannot accept student transfer or that their students cannot transfer to a central university. In this way sections of many speeds and values ​​are created. The discrepancy between 94 faculties and other related ones on the university map of our country affects not only the position of students of 94 faculties, but also students of similar faculties, since their graduates do not have the same rights. Only the Higher School of Pedagogical and Technological Education (HSPTI) with 6 departments remained a university, as it was not absorbed by the university.

A typical example of non-compliant departments are the new departments of dietetics and dietetics in Trikala, Kalamata, Thessaloniki and Sitia. Transfers can be made between them (for example, from Trikala to Kalamata), but their students cannot transfer to the Faculty of Food Science and Nutrition in Athens. In addition, the Department of Food and Dietetics at Lemnos is not equivalent to any other and therefore does not give to any central university or accept transfers from any other.

No less indicative is the example of the Faculty of Administrative Sciences and Technology of the Athens University of Economics and Business. The department does not have a correspondence with others, but this probably gives it a privileged status, since it cannot accept transfer students. Thus, the departments of administrative science and technology in Kozani, Patras, Agios Nikolaos in Crete, Kavala and Tripoli are equivalent to each other (therefore they accept transfers and vice versa), however, they are not all equivalent to the same department of OPA.

According to Mr. Sirygos, departments must have at least eight full-time professors to be considered independent. “Given that for the new departments, the curriculum was not successfully completed, in order to judge whether the relevant knowledge, skills and abilities are acquired for the implementation of the relevant activity, the lack of conditions for comparison between new and old departments found the same name.” The ETHAAE High Council for the appointment of new departments decided that it “deems it necessary to operate them for at least 4 or 5 years so that reliable conclusions can be drawn about their relevance or their assignment to other departments.” This postpones the final decisions to this year and 2024, depending on the opening of each faculty and the time of its study. According to educator-analyst Stratos Stratigakis, at the end of the four-year period, several of the 94 departments may find themselves without enough students due to the minimum admission base, and this may contribute to the completion of their life cycle.
