The Railroad Regulatory Authority, as part of its ex officio investigation into a head-on collision between two trains at Tempe, found strong evidence of violation the infrastructure manager, i.e. the Hellenic Railways Organization (OSE SA), with regard to its safety management system.

Through emergency temporary measures, the Office obliges, among other things, the Infrastructure Manager OSE SA not to hire all the candidates for positions of station chief who participated in the training cycle in question. These are employees who, according to the OSE Human Resources Department, were hired with a service card, and only two of them had a permanent employment relationship in connection with the transfer.

Responsibility for staff training

It is emphasized that the training of personnel of infrastructure managers and railway companies performing critical safety tasks is carried out by the Hellenic Railway Organization (HRO). Hellenic Railways organizes training services in accordance with applicable law. The Railway Administration does not train stationmasters and locksmiths. Railway undertakings and the infrastructure manager are responsible for the level of training and qualifications of their personnel who perform important safety work. The RAS approves at the beginning of each year the annual training program drawn up by the OSE.

What does RAS do?

The competence of the railway regulatory authority in relation to personnel performing responsible duties concerns the preparation and administration of examinations of candidate train drivers. RAS issues European driving licenses. Train drivers, after receiving this license, also receive a certificate indicating the rolling stock and infrastructure (railway route) that they are allowed to operate. This certificate is issued by the relevant railway company and is an active responsibility of the same.

According to the OSE training manual included in the 2021 annual training program “Basic Training of Traffic Service Personnel (STATHMARCHES)”, 712 hours of theory were allocated to the above-mentioned personnel (codes 22075 and 22076) performing critical safety tasks. there are two cycles of apprenticeship and 75 hours of practical training.
