A residential building with four basements, a first floor and 6 floors may arise between them park lake, shopping center on Liviu Rebreanu Boulevard and IOR Park. The detailed urban planning plan will be considered on Thursday at a meeting of the local council of district 3. So far, it has been rejected five times. Several members of the local USR council say that access from the boulevard to this block will be through a small street, and traffic in the area will be difficult.

In addition, the urban planning permit for this real estate object was granted on the basis of the “Sector 3” zoning plan, which was finally canceled in court in 2021, and now a block of no more than 4 floors can be built on the land, on 30% of the surface.

According to the General Urban Planning Plan, the relevant territory is “L3 A” – a zone of medium collective development with a height of Ф+3, Ф+4, mainly residential complexes. The percentage of land occupation is no more than 30%, and the land utilization ratio is 1.

In addition, if the owners want to build, the PUG requires the development of a Zonal Town Planning Plan for that area, approved by the Metropolitan City Hall and the General Council, rather than a detailed town planning plan approved by the local council.

The PUZ of sector 3 amended the Master Plan of Urban Development and classified the area as M3 – mixed multi-storey development, but this was finally canceled in November 2021, having been approved illegally, so we returned to the provisions of the PUG. According to the canceled document, the urban planning indicators of POT are 60% and CUT 2.5, so PUG is doubled.

USR councilors say they will not vote on the project, but it could be approved by a vote of PNL councillors.

After the PUD was rejected five times, the developer sued the city council to compel them to approve the real estate project, but the lawsuit was lost at first instance, Michaela Vaccaru, a local councilman from USR.

  • “In the city council, PUD was rejected 5 (five) times. ParkLake (developer of the block) has just lost in court on the merits in which it sought to compel the local council to give it an “affirmative” vote. Car access to the block will be through the narrow Odobesht entrance, which stops in the park.
  • We know the performance of ParkLake access creation and the corresponding traffic. Every day we experience endless queues for Camilo Ressa and Livio Rebreanu. Effectiveness has been proven for several years. On Thursday, we will find out how the new majority justifies the favorable vote for the citizens. The court did not oblige us, we will see how/if the mayor convinced him to change the vote he had already given 5 times.
  • The urban planning certificate, ultra-extended, expires on January 28. There is a lot of pressure to vote on Thursday,” Mihaela Vaccaru, a local councilor from USR, wrote on the Facebook page.

It remains to be seen what decision the local council of district 3 will make.

The plot of land on which the block is planned to be built has an area of approximately 7,660 square meters, and the developer is ParkLake Bussines Center. We remind you that the ParkLake shopping center was built on the former sports base “Spartak”, which caused a loud scandal at the time.
