PNL general council members are demanding the resignation of the director of the Animal Supervision and Protection Authority (ASPA) after dogs killed a woman in Lacul Morii on Saturday. ASPA is subordinate to the capital, and its director has been in office since last summer, when the chairman appointed by the PSD in 2018 resigned, and Nikusor Dan told DNA of “serious violations”, accusing the agency’s management of managing the budget “as if it were in their own pocket” “.

Diana Mardarovici, the spokesperson of the PNL Bucharest general advisers, says that the sums allocated annually to ASPA Bucharest from the budget of the capital city hall are huge.

  • “I want a detailed report from the management of this subordinate OUP, which has the exclusive responsibilities and mission of dealing with stray dogs, and a clear plan of action to avoid similar tragedies in the future!
  • I want to know who asked to stop catching stray dogs! In this regard, we demand the immediate resignation of the director of ASPA! You are paid to protect us, not to cut budgets on postcards!” wrote the spokesperson of the General Counsels of PNL Bucharest on Facebook.

ASPA has been headed by Georgian Constantin Preda since last summer, when former director Andrii Mina Dragichi, appointed by the PSD in August 2018, resigned, Nikushor Dan told DNA of “serious violations”, accusing the institution’s management of managing the budget “as if in their own pocket”. .

At the time, Nikushor Dan said the resignation marked the end of a “mandate during which state resources have gone instead to PSD’s various political clients, to the detriment of the animals in ASPA’s care.”

Then the mayor of the capital presented the conclusions of the report of the Accounting Chamber and three reports of the control body, which he sent for verification to ASPA:

  • 809,200 lei, material losses due to the purchase of 24 containers unsuitable from the point of view of sanitary and veterinary regulations;
  • 535,493 lei, the amount spent on the purchase and installation of cages for dogs in the ASPA shelter in Mihailesti, without obtaining documents and for the construction of which not only materials provided by the contractor, but also materials from old cages were used, but the cost of the materials was paid in full ;
  • 147,902 lei, representing personnel costs arising from unjustified employment of some persons seconded from private commercial companies;
  • 103,305 lei, unjustified expenses within the framework of the “Stop Abandon” measure.
  • 809,200 lei, the amount representing the cost of purchasing two veterinary sanitary machines without obtaining an operating permit from the College of Veterinary Medicine.
  • Nikushor Dan also accuses Mina Dragic of restrictive and non-transparent public procurement, accepting the offers of some economic operators without meeting the requirements of the specifications.

Nikusor Dan later announced that he had informed DNA of “serious violations at the Animal Control and Protection Authority during 2018-2020.”
