
The Ministry of Finance reports that in 2023 the level of excise duties on gasoline and diesel fuel will decrease compared to 2022.
As a general rule, the Ministry of Finance reports, the level of excise taxes applicable from January 1 of each year is the level provided for in Appendix No. 1 of Chapter VIII – Excises and other special taxes of the Fiscal Code, updated with the increase in consumer prices for the last 12 months, calculated in September of the previous year of application, compared to the period October 2014 – September 2015, the National Institute of Statistics officially reports.
“In the current economic context, Government Resolution No. 16/2022 on Amendments to Law No. 227/2015 on the Fiscal Code, repealing some regulatory acts and other financial and fiscal measures, published in the Official Gazette of Romania, Part I No. 716 of 15.07. 2022, a measure to provide a temporary exemption from the renewal with an increase in consumer prices of the level of excise duties on unleaded gasoline, leaded gasoline, and diesel fuel between January 1 and December 31, 2023, inclusive, and in a situation where the excise duty level for these products is lower than the minimum level provided for by Directive 2003/96/EC on the restructuring of the Community system for taxation of energy products and electricity, the minimum level provided for by the directive, apply, respectively, unleaded gasoline 1776.30 lei/1000 l, leaded gasoline 2083.07 lei/1000 l, diesel fuel 1,632.81 lei/1,000 l,” the cited source notes.
As a result of this measure, the Ministry of Finance notes, in 2023 the level of excise duty on these products will decrease compared to 2022 as follows:
Leaded gasoline from 2226.24 lei/1000 liters to 2083.07 lei/1000 liters => decrease by 143.17 lei/1000 liters;
Unleaded gasoline from 1892.72 lei/1000 liters to 1776.30 lei/1000 liters => a decrease of 116.42 lei/1000 liters;
Diesel from 1734.66 lei/1000 liters to 1632.81 lei/1000 liters => a decrease of 101.85 lei/1000 liters.
The department also notes that in a situation where the measure for temporary exemption from renewal due to the increase in consumer prices of the level of excise duty on unleaded gasoline, leaded gasoline and diesel fuel in the period from January 1 to December 31, 2023 inclusive, will not be act. would be established, the level of excise duties on these products would increase compared to the level of the excise duty in effect in 2022, as follows:
Leaded gasoline from 2,226.24 lei/1,000 liters to 2,488.08 lei/1,000 liters => an increase of 261.84 lei/1,000 liters;
Unleaded gasoline from 1892.72 lei/1000 liters to 2115.34 lei/1000 liters => an increase of 222.62 lei/1000 liters;
Diesel fuel from 1734.66 lei/1000 liters to 1938.69 lei/1000 liters => an increase of 204.03 lei/1000 liters.
Given that updating the level of excise duties on these products with the increase in consumer prices would lead to a significant increase in fuel prices and would accelerate and worsen the socio-economic situation, since the price of fuel is reflected in the price of all products and services on the market, the level of excise duties applied in 2023 for these products, was set at the minimum levels of taxation provided for by Directive 2003/96/EC.
