
The Plenum of the State Council decided in two decisions (2046-2047/2022) that the creation university police does not violate the principles of academic freedom and full self-government of higher educational institutions.
In particular, the Plenum of the Council of State decided that the provisions of Law 4777/2021, which provides for the establishment of the Advocacy Groups of University Institutions (UPPI), are in line with constitutional imperatives.
In addition, it was considered that the provisions of articles 18-20 of Law 4777/2021 operate within the framework of the principle of full self-government of universities and do not affect the right of these universities to decide their own affairs. , and in another place they state that the OPPI does not have the competence and, therefore, the possibility of interfering in the issues of science, research, training, the activities of universities that are within the competence of the latter, and, as a result, the provision in question, “not only does not cause harm, but also strengthens the constitutional order.”
Following this, the SC rejected two petitions for annulment, directed against the announcement of a competition for the recruitment of special guards in the Greek police, to form OPPI teams and against a ministerial decision that determined the training of special forces. guards hired to staff the OPPI.
