After a long cycle of government consultations yesterday, a bill by the Ministry of Health was submitted for public discussion, the provisions of which change the labor relations of doctors in public hospitals, addressing the issue of full and exclusive employment for the first time. According to the ministry, with the proposed activities, “the country’s medical capacity and operating conditions are expected to be numerically and significantly strengthened, with the ultimate goal of modernizing the public health system and providing higher quality medical services for the benefit of the citizens of Greece.” .

The bill allows NHS doctors to work in the private sector. As already discussed, if physicians participate at least twice a week in the hospital during the whole day (after hours and on call) (afternoon appointments and/or afternoon operations when they start), they will be able to have private practice or provide medical services, with any connection to a private clinic or private diagnostic laboratory, twice a week.

The medical staff of the hospital will be able to provide services or cooperate with private medical institutions.

On the other hand, private doctors will be able to work part-time in hospitals. Part-time vacancies may be advertised at medical stations in barren areas or in “barren” occupations. The term of office of part-time doctors, who will be required to work three days a week on a seven-hour, continuous, morning, regular schedule and participate in the hospital’s on-duty program, will be three years. .

The bill proposes to pilot a six-month pre-clinical internship program – with a specialist physician salary – in clinics and TEPs at selected NHS hospitals for medical graduates to specialization and to field service. For physicians who complete the program, the training period is reduced to six months and the specialization time is reduced by one month. Changes are also proposed for the implementation of the specialty: the process of placing doctors for specialization has been transferred from the ministry to hospitals – training centers and an electronic platform has been created for submitting applications and observing the order of the temporary order. Groups of hospitals by specialty have been identified, in which specialist doctors will practice on a rotating basis.

emergency allowance

Every hospital with a capacity of more than 300 beds must have its own emergency department. A tax-free allowance of 400 euros per month is established for TEC doctors specializing in emergency medicine and 250 euros for trainees of the same specialization. Changes are envisaged in the crisis and selection boards of NHS doctors, as well as in the structure of the Central Board of Health.
