
The draft law on the reorganization of the procedure for obtaining driver’s licenses was submitted to the parliament on Wednesday by the UDMR. The main change concerns the fact that the road test examiner, in addition to police officers, can be any person who has had a driver’s license for at least 3 years and has an inspector’s permit. Another change will be the ability for the driving instructor to be in the car when the candidate takes the test.
The bill mainly defines the profession of an authorized expert.
Substantive provisions:
- To obtain an examiner’s permit, the person concerned must hold a category B driver’s license for at least three years, which has not been revoked or suspended within the last three years.
- Another condition is that they do not carry out activities within the framework of a driving school and must complete an initial training course.
- To obtain category C or D examiner authority, in addition to the above conditions, a person must have at least 5 years’ experience in the category of vehicle for which he is applying for certification, or pass a theory and practical assessment. test.
- The Romanian Roads Authority (ARR), the technical body of the Ministry of Transport, will be responsible for verifying the candidates.
- The Directorate of Driving Licenses and Vehicle Registration will continue to be the competent testing authority for the theory test, for the issuing of driving licenses and for their registration, while the Romanian Road Administration will be designated only for the practical test and the authorization of examiners.
The initiator of this project, the vice leader of the UDMR group, Benedek Zakarias, says, according to a statement sent to the UDMR on Wednesday, that this amendment eliminates the possibility that a police officer, after three years of experience in the field, can check for any category of vehicles , as it is at the moment
The legislative proposal also contains a number of provisions regarding the administrative procedures for obtaining driving licenses, such as:
- It will no longer be mandatory to take both exams in the same locality, in the sense that candidates, depending on their place of residence, the locality where they work or study, will be able to choose a different examination center to take the exam.
- During the practical test, an instructor must be present in the vehicle to help the candidate supervise the test.
“This bill was necessary because the Office of the Registration of Driving Licenses and Vehicles (DRVRC) cannot conduct examinations at the required pace due to lack of staff, and therefore candidates have to wait months for an appointment for the practical test necessary to obtain. driving license. Our initiative is aimed at making the current regulatory system more transparent and simplifying the administrative procedures for obtaining driver’s licenses,” said the deputy of the UDMR, who initiated this project.
If the developed legislative initiative is approved by the parliament, it will enter into force in 2024.
