The bill, which prohibits the purchase of antivirus products and services from entities from the Russian Federation, is on the agenda of the government meeting on Wednesday.

The project establishes a legal and institutional framework for the prohibition of acquisition and use by central and local state authorities and institutions of anti-virus software products and services that come directly or indirectly from the Russian Federation or from an economic entity that is directly or under its control. indirectly by a natural or legal person from the Russian Federation, reports Agerpres.

Violation of these provisions is a misdemeanor and is punishable by a fine of 50,000 to 200,000 lei.

“In the context of the war of aggression against Ukraine, more and more member states of the European Union issued recommendations or normative acts of an imperative nature, by which they obliged their own authorities and state institutions to change their anti-virus solutions if they use software from Kaspersky Lab, because there is a risk that Russia will use this software in a cyberattack. For example, the German BSI (Federal Office for Information Security) warns that the risk may be greater for companies in the field of basic infrastructure,” the rationale says.

* The Government’s agenda also includes a draft emergency order on amendments to Law No. 129/2019 on the prevention and fight against money laundering. According to it, autonomous governments, national companies and societies, as well as companies that are wholly or majority owned by the state, will no longer be exempted from the obligation to submit a declaration on the beneficial owner.

The decision comes after the European Commission found on July 15 that this exception for wholly or majority state-owned companies “does not comply with Article 30 of Directive (EU) 2015/849” and suggested that Romania take the necessary measures to comply. with a reasoned opinion – within two months from the day of its receipt.

“Starting from the date of entry into force of this emergency decree, autonomous regions, national companies and partnerships, as well as companies that are wholly or majority owned by the state, submit at the time of registration and whenever there are changes, a declaration regarding the beneficial owner of the legal entity, for the purpose of registration in the Register of real beneficiaries of companies”, the project provides.

At the same time, within 90 days from the entry into force of the emergency order, autonomous governments, national companies and societies, as well as companies wholly or majority owned by the state, registered before the entry into force of the emergency order, submit a declaration regarding the beneficial owner of the legal entity.

* The government is going to increase by 50 the number of educational institutions that use the pilot program of providing food for preschoolers and students. In this sense, Emergency Resolution No. 105/2022.

“After assessing the number of educational institutions that use the pilot program of feeding preschoolers and students from 300 state institutions of pre-university education, it was found that the ratio of the number of preschoolers and students to the approved and allocated budget is 300 state education institutions. for this, there remains a financial surplus that can be allocated for inclusion in the pilot program of other units of pre-university education located in geographically, economically and socially unfavorable environments”, – the preamble of the project states.

* On the agenda of the government meeting is also a draft amendment to Law No. 536/2016 on stimulating average success in pre-university education. The following financial incentives are provided:

– at the national stage, the following prizes are awarded by the Ministry of Education from the funds allocated to the school inspectorate, which organizes this stage of the competition: first prize – 1,000 lei; second prize – 700 lei; third prize – 500 lei; mention – 300 lei.

– at the international stage of school Olympiads of the 1st category, which are held all over the world, the Ministry of Education awards: first place/gold medal with an absolute score of 20,000 lei; first prize/gold medal 15,000 lei; second prize/silver medal 12,500 lei; third prize/bronze medal 10,000 lei; remember 6000 lei.

– at the international stage of school Olympiads of category II, held at the European or regional level, incentives are provided to MEs in the amount of: first prize/gold medal 7500 lei; second prize/silver medal 6000 lei; third prize/bronze medal 4500 lei; remember 3500 lei.

– for the school attended by a student awarded at the international school Olympiads of category I and II, respectively, the same incentives as the student received are provided. The incentives received will be used for donations intended primarily for discipline that corresponds to the achievement of academic performance.

– the amounts of financial incentives provided to each student who is part of the team/formation of students awarded at the national stage of the school competition are as follows: 1st place – 600 lei; second prize – 400 lei; third prize – 200 lei.

* The minimum amount of scholarships for success, merit, study and social assistance, which can be used by students of state pre-university education, with periodicity, remains at the level from the second semester of the 2021-2022 academic year, according to the draft decision. Thus, the minimum monthly scholarship for academic performance, merit, study and social assistance that students can receive will be:

– 500 lei, for a scholarship for productivity,

– 200 lei, for merit scholarship,

– 150 lei, for a scholarship,

– 200 lei for a social scholarship.
