From September 1, 2022, the new Regulation on the functioning of pre-university education entered into force
According to the Ministry of Education, compared to the previous (lost) resolution, the new elements consist of:
- conformity of the provisions of the ROFUIP with the structure of the academic year
- regulating the use of the electronic catalog, primarily in pilot units
- the number of grades assigned to each student annually, for each academic discipline, is determined by the teaching staff depending on the number of educational units and the weekly number of hours provided for in the framework plan. In each discipline, the number of qualifications/grades awarded annually is at least three times the number of hours allocated each week to the discipline within the curriculum
- the method of compiling school situations – a single average grade is compiled annually from each discipline, which is calculated as the arithmetic average of the number of grades given during the academic year.
- inclusion of provisions on the preschool level (nursery)
- increasing the relevance of continuous training of teaching staff by defining a committee for mentoring and preparation for a teaching career at the level of each unit of pre-university education, which is a legal entity, with specific powers
- abolishing the provisions on the expulsion of students, taking into account the fact that the right to education has a constitutional nature. Thus, the measure of deduction will be possible only for higher education, which is not mandatory
- cancellation of any provisions/mailings that enable the collection of funds from parents of students.
The structure of the new academic year will include five academic modules and five vacations:
* Module 1
– courses – from Monday, September 5, 2022 to Friday, October 21, 2022.
– weekend – from Saturday, October 22, 2022 to Sunday, October 30, 2022;

– courses – from Monday, October 31, 2022 to Thursday, December 22, 2022
– weekend – from Friday, December 23, 2022 to Sunday, January 8, 2023;
* Module 3
– courses – from Monday, January 9, 2023 to Friday, February 3, 2023, according to Friday, February 10, 2023 or Friday, February 17, 2023, according to the decision of the district school inspectorates /municipality of Bucharest, as the case may be

How the national program “School differently” and the “Green Week” program will be implemented.
The national program “Another School” and the program “Green Week” are held from February 27 to June 16, 2023, with an interval of 5 consecutive working days, the planning of which is carried out by the decision of the educational unit. The development of two programs is not planned in the same interval of courses.
As an exception, practical classes are organized in classes of secondary education – technological direction, vocational and technical education and after-school education during the periods dedicated to the “Other School” and “Green Week” programs. .

In case of suspension of courses, in accordance with the framework provision on the organization and functioning of units of pre-university education, measures for the complete completion of the school program by alternative methods established by the administration of the educational unit are not available during school holidays.
At the same time, in special, justified situations, depending on special local climatic conditions and the specifics of the school, school inspectorates, in agreement with the Ministry of Education, can approve at the request of the school management. educational units, making changes to the structure of the academic year established by this order.
A request to change the structure of the academic year is submitted after agreement with the representative council of parents.
The average score of V – VIII is removed from the calculation of the average entrance to high school
