The implementation of the new framework law 4957/22 for HEIs will be initiated in August by 10 universities, when the term of office of their rectors ends. Building strong campaign alliances with other candidates is critical to success. In particular, by August 22, the rectors of 10 universities, whose term of office ends on August 31, must begin issuing notices on the appointment of internal and external council members. The universities in which the elections will be called are the Agricultural University of Athens, the universities of Thessaly, Macedonia, the Aegean, Piraeus, Peloponnese, Ioannina, Thracian Democritus, the Polytechnic Institute of Crete and the Hellenic Mediterranean University.

The announcement will start an election campaign for those university students who want to be elected to the position of rector, while at the same time a search will be organized for non-students who will participate in the council. This is because the new 11-member board will consist of 6 university members and 5 non-university members. Foreign university lecturers, persons with a wide recognition or contribution to culture, art, literature or science, economy or society, as well as representatives of international organizations or social partners can be elected as external members. External board members are elected in accordance with an international public invitation issued under the responsibility of the acting rector of the university. The 11 members of the council will vote for the chancellor, who will become one of the six full-time members of the council.

However, during the application period for non-university students, the management of each institution will be looking for authority figures to ask them to nominate. As in the case of Law 4009 of 2011, when councils were first created, the selection of external council members was based on a combination of criteria, the main ones being the high academic prestige of each candidate, as well as his acquaintance with a member of the university management.

For its part, the Ministry will ensure that, by a joint decision of the Ministers of Education and Religion and Digital Administration, the details of the process of electing internal members of the board of the university, issues related to the implementation of the closed voting system and compliance with candidates, the procedure for issuing an announcement, the procedure for nominating candidates, the categories of personal data processed are clarified , categories of subjects, roles of persons involved in the processing of personal data, technical and organizational measures to ensure the security of their processing, as well as any necessary technical, operational or other details for the implementation of this and any other technical issue.

Also, a joint decision of the Ministers of Education and Religion and Digital Governance determines the categories of beneficiaries, any additional conditions and elements included in the academic identity card by category of beneficiaries, the procedure for applying, issuing and obtaining an academic identity card, the validity period by category of beneficiaries, as well as any other necessary, technical or other details for the application of the law.
