University funding for employment-leading degrees

Incentives will be provided Ministry of Education in universities with the aim of orienting their curricula to modern developments in the field of science and technology, as well as to the requirements of the economy and its needs labor market. Changing the orientation of universities will help both graduates to find a job easier, and the development of the Greek economy and business. At the same time, the motivation of universities, linking their funding with the results of their activities, will lead to the reorganization of departments with low demand for the subject, not excluding their merger.

Already after the recent announcement of import bases in FOREVER AND EVER, many vacancies in many departments of the region, as well as the humanities worried the university. The philosophy of labor market orientation can be seen throughout the new framework law no. days.

Such as “K” represents todayuniversities must complete steps to implement the law by December 2023.

In particular, research is underway on the progress Graduates about their vocational rehabilitation. The study is carried out using the methodology adopted in the European Union in order to obtain comparable data at the European level, at the national level for 25 universities, as well as at the institutional level, that is, for the departments of each university.

According with information from “K”from reports received National Higher Education Authority (ETHAAE) Members of the Council for Evaluation and Attestation for Scientific Fields and Data Processing of Higher Educational Institutions by the leadership of the Ministry of Education follow that undergraduate programs are difficult to adapt to the rapid development of science and changes in the labor market. This is an example, but also an indication of a broader assessment that there is an overabundance of faculties in saturated subjects in Greek universities, while at the same time there is a significant shortage in the labor market and a shift of candidates for new subjects due to traditional ones. Characteristically, in Greece, in addition to ten faculties of computer electronics, there are 27 faculties of information technology. They are little considered in connection with the digital transformation of the economy.

The Ministry of Education plans to actively support the creation of new, innovative and modern programs at universities.

So, from 2023, the Ministry of Education intends to provide funding to universities so that they change their curriculum and turn to subjects that open access to the labor market. Funding figures will be recommended by ETHAAE, taking into account the small number of students per department (so available vacancies are taken into account) and the viability of the department (e.g. adequate teaching and support staff, availability of infrastructure), but – now – the career prospects and employment conditions of their graduates. In addition, the ministry plans to actively support the creation of new innovative and modern programs in universities.

New opportunities

Such as said “K” General Secretary of Higher Education Apostolis Dimitropoulos“The law gives universities new opportunities to restructure their curricula and the degrees they offer, establishing new modern programs of an interdisciplinary nature, with majors and minors, dual degrees and focused on the application of science and new technologies in the field.” And he stressed: “In the coming years, we aim to radically change the landscape of education in Greek universities so that they offer modern education, taking into account the labor market, expanding the options for students and young people. We can catch up on what has been lost in recent years and bring a new spring to higher education by substantially updating their research offerings in line with international trends.”

Commitment Schedule of University Institutions

The implementation of the new framework law 4957/22 for HEIs will be initiated in August by 10 universities, when the term of office of their rectors ends. Of course, the process is completely different compared to today. After the election is announced, a few days later, scholars interested in running for chancellor must first be elected to the statutory council of their institution. Building strong campaign alliances with other candidates is critical to success. The Ministry of Education sent tentatively represented by the letter “K”, a list of obligations of universities, within which universities will have to comply with the law. At the same time, the ministry must also issue ministerial decisions. Everything should be completed by December 2023.

In particular, by August 22, the rectors of 10 universities, whose term of office ends on August 31, must begin issuing notices on the appointment of internal and external council members. The universities in which the elections will be called are the Agricultural University of Athens, the universities of Thessaly, Macedonia, the Aegean, Piraeus, Peloponnese, Ioannina, Thracian Democritus, the Polytechnic Institute of Crete and the Hellenic Mediterranean University.

The announcement will start an election campaign for those university students who want to be elected to the position of rector, while at the same time a search will be organized for non-students who will participate in the council. This is because the new 11-member board will consist of 6 university members and 5 non-university members. Foreign university lecturers, persons with a wide recognition or contribution to culture, art, literature or science, economy or society, as well as representatives of international organizations or social partners can be elected as external members. External board members are elected in accordance with an international public invitation issued under the responsibility of the acting rector of the university. The 11 members of the council will vote for the chancellor, who will become one of the six full-time members of the council. Financing of universities for employment of degrees-2

However, during the application period for non-university students, the management of each institution will be looking for authority figures to ask them to nominate. As in the case of Law 4009 of 2011, when councils were first created, the selection of external council members was based on a combination of criteria, the main ones being the high academic prestige of each candidate, as well as his acquaintance with a member of the university management.

For its part, the Ministry will ensure that, by a joint decision of the Ministers of Education and Religion and Digital Administration, the details of the process of electing internal members of the board of the university, issues related to the implementation of the closed voting system and compliance with candidates, the procedure for issuing an announcement, the procedure for nominating candidates, the categories of personal data processed are clarified , categories of subjects, roles of persons involved in the processing of personal data, technical and organizational measures to ensure the security of their processing, as well as any necessary technical, operational or other details for the implementation of this and any other technical issue.

Also, a joint decision of the Ministers of Education and Religion and Digital Governance determines the categories of beneficiaries, any additional conditions and elements included in the academic identity card by category of beneficiaries, the procedure for applying, issuing and obtaining an academic identity card, the validity period by category of beneficiaries, as well as any other necessary, technical or other details for the application of the law. The problem is related to controlled entrance – with turnstiles – to universities, which is a “splinter” due to the reaction of some students and university staff.
