Verstappen was back on top after 31 laps ahead of Lando Norris and George Russell.
His RedBull teammate Sergio Perez finished seventh in qualifying, while Charles Leclerc (Ferrari) will start Sunday’s race from ninth.
Qualifying was not without incident, with the red flag raised twice after Logan Sargeant (Williams) and Charles Leclerc both pitted.
On Sunday at 16:00, the Grand Prix of the Netherlands in Formula 1 will take place at the Zandvoort circuit.
