
USR claims that the minister for European funds, the liberal Marcel Bolosh, wants to pass at the last government meeting this year “an emergency regulation, drafted in secret, which should regulate the scope of the European funds for the years 2021-2027, several tens of billions of euros”.
According to the USR press release, “the resolution was supposed to appear on the MIPE website, at a public discussion, but it was not made public. Worse, the decree will also come as a surprise to other ministers because it was written by a secret group.”
Former USR Minister Christian Guinea is asking PNL and PSD leaders Nicolae Chuke and Marcel Čolaka to stop the decree before it takes effect.
“A secret order from the Foundations will create huge problems. Instead of simplifying and decentralizing regional European funds, Bolos comes with a regulation that dictates at the level of law what the forms look like, what the guidelines are, what color the toilet paper should be and how much curtain string each independent development agency should have. In fact, Marcel Bolosh is afraid to sign ministerial orders to solve problems, and then issues GEO on the conveyor belt, because in this way he is not responsible for anything,” says Christian Guinea, coordinator of the Department of Public Policy of the USR and former Minister of MIPE.
According to him, one of the problems is that through the GEO initiated by the Bolosha ministry, all model declarations, financial contracts, instructions, etc. are being established, which will require changes and corrections due to other emergency orders and in the absence of consultation with the people involved in the implementation of the projects. with European funds, it will definitely happen.
“Another problem is that the secret OUG takes texts from European regulations and introduces them into Romanian legislation. Absolutely useless, since the regulation is a text of direct application. Marcel Bolosh does not distinguish between a European regulation (a European law that also applies directly in Romania) and a directive (a European law that must be transposed through Romanian legislation and is not a translation, but an adaptation),” the cited source notes.
Former minister Christian Guinea says that the idea of uniform rules is good, but not through an emergency decree and in any case not in secret, between Christmas and New Year, if you have not had time to talk to anyone to find out if you are legislative works. Governing bodies should benefit from independence, and problems can be resolved by ministerial order rather than emergency decrees.
