
On the agenda of the government meeting on Friday are several regulations, including an order to increase from 350 to 450 units of pre-university education that will benefit from the pilot program of food assistance.
According to the executive committee, the draft emergency ordinance amends GEO 105/2022 to increase the number of students who will benefit from the pilot food assistance program by increasing the number of pre-university education units from 350 to 450.
The government is also discussing a draft law approving the termination by denunciation of the Convention on the Establishment of the International Center for Scientific and Technical Information, signed on February 27, 1969 in Moscow.
Also on the executive’s agenda is a project to designate the Financial Supervisory Authority as the competent authority to exercise powers of registration, regulation, supervision, investigation and control over providers, distributors of pan-European personal pension products (PEPPs), such as an emergency decree introducing amendments to the Police Charter.
On the agenda of the government meeting is also an extraordinary resolution that changes the regulations on the regime of foreigners in Romania, in the sense of regulating the conditions under which a foreign worker can accept a new job, with the same employer or another employer, for the period of validity of the single permit or blue card EU.
Another draft order, which is on the agenda, amends some regulatory acts in the field of non-state pension provision, in the sense that it provides for the possibility of placing the assets of level II and level III pension funds in private capital investments (private equity) in the form of shares in Romanian companies from the countries of the European Union or the European Economic Area or in the form of shares in private investment funds of Romania, from the member states of the European Union or the states belonging to the European Economic Area, in percentages up to 1% of the total value of the pension fund’s assets.
Approval of the Application Norms on the transfer of pension rights of officials and agents of the European Union is also discussed in the Government
The regulatory act provides for the procedure for calculating and transferring to the EU pension system the capital value of the pension rights of EU civil servants acquired in Romania, the calculation procedure in the case of the capital value of pension rights acquired in the state military pension, the procedure for transferring the capital value of the pension rights of EU civil servants to the Romanian pension system , received in the EU pension system, as well as the procedure for challenging the calculation of the capital value of EU pension rights regarding the transfer of civil servants acquired in Romania.
The Government also has an order on its agenda, according to which the expenses for the necessary investments for the protocol housing fund and movable property, which are currently provided from the RA-APPS funds, should be made from the state budget through the budget of the General Secretariat of the Government.
Another normative act, which is on the agenda of the Executive power, amends the DG no. 667/2022 on the establishment of a state aid scheme to compensate for the increase in the price of fuel for refueling engines as a result of the armed conflict in Ukraine, providing, among other things, that, as an exception, for refueling carried out in the IV quarter, respectively, in the period from October 1 to November 15, 2022 , a request for fuel price compensation is submitted between November 15 and 30, 2022.
Also on the agenda of the executive power is the approval or clarification of the income and expenditure budgets for 2022 of several institutions
The executive power also has on its agenda the approval or correction of the income and expenditure budgets for 2022 of several institutions: the Autonomous Administration “Rasirom”, subordinate to the Intelligence Service of Romania; Autonomous Directorate “Printing House of the National Bank of Romania”, subordinate to the National Bank of Romania; National company “Romarm”, subordinate to the Ministry of Economy; National company “Seaports Administration” – SA Constanta; National company “Aeroporturi Bucharest” – SA; National Rail Freight Company “CFR Marfă” – SA, under the Ministry of Transport and Infrastructure, as well as Oltenia Energy Complex, under the Ministry of Energy, and National Administration “Romanian Waters”, under the coordination of the Ministry of Environment, Water Resources and Forests.
At the same time, on the agenda is the approval of the reorganization/restructuring plan of the Carfil SA company, as well as the approval of the sale by the Romanian state through the Ministry of Energy of technical uranium concentrates for safety and consumption reserves created in the period 2009-2011, which are privately owned by the state and in the custody of the bankrupt National Uranium Company to Societatea Naţională Nuclearelectrica SA, as well as the forms and elements of the sale – sales contract.
The government is also considering a draft decision on the modernization of 55 electric locomotives intended for towing passenger trains, the conversion of 20 hydraulic shunting diesel locomotives to battery electric locomotives and the modernization of 139 passenger cars, as well as the modernization/reconstruction of 47 railway stations in Romania.
Other draft decisions on the agenda provide for the approval of the opening of an international checkpoint across the state border and a border customs office at the Brasov – Gimbav international airport, as well as the allocation of funds from the reserve fund of the budget at the disposal of the Government, provided for in the state budget for 2022, to supplement the budget of the Ministry of Foreign Affairs.
At the meeting on Friday, the executive power also discussed the approval of the Regulation on the organization and work in the case of the Commission for the Verification of Foreign Direct Investments, the recognition of the Pitesti Prison Memorial Fund as a public benefit and the memorandum on the approval of the filling of vacant positions at the level of the National Library of Romania.
