
The decree, which regulates and limits energy prices, was discussed by specialized committees of the Senate. At the general debate in the specialized commissions, more than 50 amendments were submitted regarding the inclusion in the category of beneficiaries of the price limit for energy carriers and religious cults, the pharmaceutical industry and public transport. In addition, the food industry and the production of carbonated drinks called for a cap on energy prices.
Amendments submitted by PSD:
- The final price in the bill, limited by electricity suppliers, is a maximum of 1 lei/kWh, including VAT, for 85% of the average monthly consumption achieved at the point of consumption in 2021, for public institutions, except those provided for in letter d), and also for places of worship officially recognized in Romaniain accordance with Law 489/2006 on religious freedom.
- The final quoted price, limited by electricity suppliers, is a maximum of 1 lei/kWh, including VAT, for full consumption by public and private hospitals, determined in accordance with Law no. 95/2006 on health care reform, reissued with further changes and additions, drug manufacturers, drug wholesale distributors and pharmaceutical units that own and use cold chain, public and private educational units, defined in accordance with the Law on National Education No. 1/2011 with further amendments and additions, as well as orphanages, state and private providers of social services, which are provided in the Nomenclature of social services, approved by Government Resolution No. 867/2015 on approval of the Nomenclature of social services, as well as framework provisions on the organization and activity of social services with the following changes and additions.
- The final price on the bill, limited by electricity suppliers, is a maximum of 1 lei/kWh, including VAT, for 85% of the average monthly consumption at the point of consumption in 2021 in the case of small and medium-sized enterprises, as defined in Law No. 346/2004 on the promotion of creation and development of small and medium-sized enterprises, with further changes and additions, further SMEs, economic operators of the food industry, public and private providers of communal services, including in electric public transport, on the basis of an affidavit of a legal representative. The difference in monthly electricity consumption is billed in accordance with the provisions of Art. 5 para. (1);
The Social Democrats have introduced an amendment according to which the final price charged by electricity suppliers will be a maximum of 0.68 lei/kWh, including VAT, inin the case of home consumers using devices, appliances or medical equipment necessary for the administration of treatment, on the basis of an affidavit. The maximum consumption limit of 100 kWh does not apply, the tariff is 0.68 lei/kWh, including VAT, for all consumption.
And the UDR submitted an amendment with a request introduction of a tax credit for all Romanian companies. In particular, Romanian companies should receive a tax credit in the amount of 50% of the increase in energy prices.
The food industry and the production of carbonated drinks also require a cap on energy prices.
The Senate Permanent Office has decided that the debate on GEO 112/2022 should take place in two specialized committees, Economic and Energy respectively. It should be noted that the Senate is the first chamber to be notified of this ordinance.
