Local deputies of PNL Sector 1 sent a press release on Thursday announcing the results of an audit conducted by the Court of Auditors at Sector 1 City Hall.

“The furious and unfounded attacks that Clotilde Armand has been making against us during this period, both in the media and on her Facebook account, are just an attempt to mask her illegality. The answer of the Court of Accounts is clear: Clotilde Armand has repeatedly violated the law!” – claim the local deputies of Sector 1 PNL. They add fragments of the decision of the Court of Accounts dated July 27, 2022 regarding the City Hall of Sector 1 in the press release.

What would the Accounting Chamber establish

The PNL released the findings of the Audit Chamber report, a document sent by the Liberals, dated July 27:

• “Making double payments for drainage services as a result of concluding a contract with another sewerage provider, thus violating the provisions of Article 24, Part 4 of Law No. 101/2006 on the Local Sanitary Service and Article 5, OG 119/1999, Part 1 on internal control and preventive financial control.
• Conclusion of contracts on waste sorting, collected by the sanitation operator without the consent of the local council of sector 1, in violation of the provisions of Art. 24, clause 4 of Law No. 101/2006 on local sanitary services.
• Violation of the provisions of Art. 5, paragraph 1 of OG no. 119/1999 on internal control and preventive financial control in the execution of the contract on the management of sanitary services, which creates additional costs for the budget of sector 1.
• Conclusion of contracts with legal firms on the provision of consultations/assistance and/or representation in legal disputes arising as a result of the development of contractual relations of Sector 1 with sanitary activities, without observing the provisions of Law no. 98/2016 on public procurement.
• Procurement of security services for educational institutions, health care institutions and agro-food markets in the amount of 12,290,595 lei, without demonstrating urgency and in violation of the principles of non-discrimination and equal treatment, against the provisions of Law no. 98/2016 on public procurement”.

What Clotilde Armand says

The Mayor of Sector 1, Clotilde Armand, said that the Accounting Chamber had conducted an audit of the City Hall for the second time in less than a year. She added that she had nothing to hide, but that “the time spent with the inspectors blocks a large part of the activities of the officials” and the inspectors did not find anything illegal.

“It was the Chamber of Accounts (hello, Mr. Busuoiku, Mr. Ilie Sarbu, Mr. Bădălău & co) in the City Hall of Sector 1 (for the second time in less than a year). great We have nothing to hide. Simply, the time spent with the inspectors blocks a significant part of the activities of civil servants. And what to see? Nothing illegal was found. Obviously, they gave some recommendations like: let it be good, so that it doesn’t go bad… Good!” – replied Clotilde Armand on Facebook.

The conflict between the mayor of Sector 1 Clotilde Armand and PNL councilors has been going on for more than a year, but the parties have not reached a consensus.
