“In 2023, RA-APPS recorded a profit budget of 750.20 thousand lei, and for 2024 there is a proposal to create a revenue and expenditure budget (BVC) with a result of a profit budget of 918.03 thousand lei,” the institution sent in Tuesday press release, giving no other details.

RA-APPS clarifications come in the context of the scandal regarding the works on the protocol villa in Aviatorilor.

RA-APPS has been making losses in recent years

According to data analyzed by HotNews.ro, the company recorded a loss of 2.98 million lei in the first half of 2023, but eventually seems to have recovered.

In 2022, according to official data, RA-APPS spent 1,034 lei per 1,000 lei of income.

The losses were covered by the excess of the revaluation reserve, in accordance with L36/2003 on the distribution of profits of APPS RA. In accordance with this law, the costs related to management and operation are covered from the sums collected from the lease of state property. The profit that remains after the payment of income tax is kept exclusively for investment, modernization and capital works carried out on state property. So they would have money from the past.

The final results for 2023 are not yet available, they will probably be released in a few months, but we can get an idea of ​​the activity by looking at the balance sheet for 2022 (the loss is also related to the increase in the price of energy and gas, if you look at the document ). This year, 17 real estate objects were sold with full payment, the value of assets amounted to 9.387 million lei excluding VAT. Thus, revenues amounted to 46.3 million lei. Costs for the sold property amounted to 24.2 million lei, including liabilities to the state budget – 19.8 million lei.

RA-APPS also owns 40.1% of Transporturi București Noi Internazionale.

In 2022, he had income from the issuance of driver’s licenses, car registration certificates, the sale of temporary passports of the Ministry of Foreign Affairs, tourism activities at Casa Locato, the rental of Villa Dante, performance activities, exhibitions at the Palace Hall, and the provision of services to the Presidential Administration. – for the official residence of the President of Romania for representative and protocol activities.

If we take a closer look, we will see that he had higher expenses than income from many of the activities mentioned above. For example, he had a loss of 12 million lei from the activities of selling goods and the buffet, at Casa Locato -259,774 lei, and the contract with the president brought him a loss of 2.58 million lei.

From the point of view of the hotel business, it was also not very successful, registering a loss of 7.97 million lei.

Instead, he received profits from permits and certificates (51.6 million lei), Villa Dante (491,446 lei) or the sale of real estate (22.3 million lei).

This, considering that in 2022 it had 74 minimum wage workers in the economy, out of 2,315 people.

The “Imperial Palace” scandal.

According to the Recorder, the amount that RA-APPS intends to invest is beyond imagination, €7 million in renovation and development alone.

“Recorder” journalists specified that, according to the law, the circle of high-ranking officials who would have the right to such protocol housing offered by the state is very limited. And most of the clues lead to one person, namely President Klaus Iohannis.

The director also noted that the plans, modeling and images of the interiors distributed in the public space do not correspond to the approved documentation, but are the result of “simple speculation”.

“As a result of the information that appeared in the media, regarding the building under the management of the Autonomous Administration of the State Protocol Heritage Administration, located at Bdul Aviatorilor no. 86, we make the following clarifications aimed at clarifying the situation regarding the works on “rehabilitation, modernization and re-functionality of the building”: plans, modeling and images of the interior distributed in the public space do not correspond to the approved documentation, as they are the result simple speculation”, – said in the official statement of Regia.

RA-APPS also noted that “the sums paid for the completed works currently amount to 2,100,000 lei.”

“Regarding the amount included in the work contract, we clarify that this is the maximum cost of the work, the corresponding payments to be made for the work actually performed. The evaluation of the works before the signing of the contract was carried out after a review of visible degradations and based on the cost of consolidation and finishing works for structures of the same type and executed in the same period,” RA-APPS reports.

RA-APPS noted that “the building was built in the period 1960-1965, before the existence of general anti-seismic design norms, it shows significant degradation and requires large-scale consolidation work by introducing structural elements that duplicate/reinforce the existing structure.”

“In this context, we emphasize the fact that the Autonomous Directorate of the State Protocol Administration of Heritage (RA-APPS) manages a huge heritage, including historical buildings that are considered architectural gems, historical monuments of cultural heritage value, some included to the seismic risk class. Regia noted that the main restoration work being carried out on the building takes place in accordance with Annex 4 of the Town Planning Certificate, a document that imposes a number of specific conditions, as well as in accordance with the legislation applicable to the legal regime of the building.

According to RA-APPS, in accordance with legal provisions, for buildings undergoing major renovation, energy consumption must be covered by at least 30% of energy from renewable sources.
