These positions will be filled subject to two minimum conditions:

  • facilitating comprehensive psychological assessments organized through accredited specialized units
  • facilitating integrity assessments conducted by staff or specialist offices

Persons holding certain public positions shall be subject to appropriate assessment annually or at the request of the Agency, but not more often than twice per calendar year. The costs of these assessments are covered by the Agency’s budget.

Civil servants who hold certain public positions in the anti-fraud structure are considered to have work experience in the specialty obtained during the entire period during which they carry out their activities in the anti-fraud structure.

The reorganization of ANAF aims to improve the operational control structure (Directorate General for Tax Fraud – DGAF) in the fight against tax evasion and fraud.

The Ministry of Finance proposes to reinstate a public function specific to the anti-fraud structure, namely the function of the anti-fraud inspector, “which supports and reflects in a consistent manner the development of activities, with a corresponding change in the legal framework applicable to public servants and public servants ( EOG No. 57/2019 with further changes and additions)”.

In accordance with the legal provisions, the control bodies within the framework of the DGAF are permanently at the service’s disposal.

“Specific, additional obligations compared to other general functions within the framework of ANAF, such as permanent service, wearing weapons and uniforms, require the regulation of the corresponding rights through a special statute approved by law,” the document says.
